A. Pledge of Allegiance- Bruce Farnsworth
B. Prayer - Gregg Jasperson
C. Disclosures- Bruce Farnsworth with Item #2, excuse vote, property owner, as well as disclosing that he has been working with Andy Drury on item # 3.
D. Public Input/ Reports (limited to three minutes) Non- agenda items:
Dave Okelberry had a question about the agenda, and he was referred to the utah county public notice website where it is all posted within the time frames etc.
1. Approval of Minutes (3-18-2025)- Bruce motions, Gregg seconds, all in favor.
2. Preliminary Plan Review for Farnsworth Estates Subdivision- Bruce presented the plans and discussed finishing the rest of the road to be in compliance. Goshen Irrigation canal runs by this and this will be checked and done to compliance as well. Discussed easements and they are bound legally to report it. It will be addressed before filing is done and recorded. All still 1 acre lots and perk tested. The #9 lot isn't #9 anymore they will be changing the numbers. Could have fir 5-acre lots but didn't to have wider lots. Retain one lot to keep un-buildable lot #'s will reflect the changes on final. County and Perk test is accurate. Lots 1-4 instead of 9 will be the ending result. Bruce mentioned that he talked to Jake about moving meter for pressure and flow increase. Discussed putting in ballard on east side, next step to be is easements, pipes, water lines, each stub for meters, and come back to make sure there aren't any other changes that need to be done for final plat. The milar that can lay over for exact match as well. Now is the time for final changes before that is done. On this plat map, water will be moved from corner of lot 9 to run personal line side of lot 8 to lot 4 of his house property. He will get with Jake to discuss water meters, lines, and etc.
3. Preliminary Plan Review for Andy Drury- presented plan, discussed a change or possible two options. Second option has lots wider and not both facing streets. Discussed turn around for a Culd-a-sac and paved street to do this. Might not be very feasible, but do-able with more work. Andy mentioned to go with the original plan and have the 2 lots with homes facing the street with the proper frontage etc. his only concern would be changing the rental home to a smaller lot from half acre. Will that be a problem or does he leave it to his house lot and be easy. They discussed lines of his property for house and the keep the grandfather rule in place. Andy will clean up his house to add his shop and meet the requirements to have a big enough lot that is over .33. Rachel mentioned she will call Spencer that has helped in the past for the town and double check some things to verify if the final approval doesn't have to go through town council if not then Andy has one more meeting unless P/Z finds something that needs to be changed. Jonathan had Andy draw on his map what he wants then he will come back and bring that final drawing reflecting those changes.
4. Discuss and Review concept plan for Okelberry Subdivision- Kadie brought in a new draw up plan of the subdivision. Would like to develop only two lots and he will put in water lines and power. Kadie asked if they could split it the two lots and continue moving forward when another lot wants to be buildable. Road will need to be widened. Next step do a minor subdivision, split lots, two lots have plans to Rachel by August 8th and meet following Tuesday. Kadie asked if they can build duplexes, the answer was no, but you can ask and it's a process to go through. They will bring back plans then as well.
