Town of Goshen Council Goshen Town Hall August 12, 2025 Town Council Meeting 7:00 PM A. Pledge of Allegiance- Alisha Williams B. Prayer - Jonathan Maclee C. Disclosures- N/A D. Public Input/ Reports, Non agenda items (limited to three minutes)- None 1. Approval of Minutes- July 8, 2025- JC motions, Alisha seconds, all in favor. 2. Pass and Approve an update to the Goshen Employee Handbook Tier II Retirement Policy Plan- while doing our audit, we needed to update the handbook to reflect the retirement part for Tier II. This is also letting people know that appointed/elected officials do not qualify for this retirement plan for benefits. It just has to state this in the handbook to be clear, and document official. Randy motions, JC seconds, all in favor. 3. Spencer Foster from MAG - Presentation on Government Data Privacy Act- He presented a slide show to the board GDPA which passed in 2024. Trying to limit personal data allowed for things/companies/internet etc to collect and apply it to all government entities such as schools, cities and towns, etc to stop releasing personal information. This needs to be complied with, the first steps by December 31, 2025 and then there will be more steps to follow. By December, there needs to be an appointed CAO (usually the Mayor), and Recorders Officer(s), (usually the clerk/recorder). These records are NON GRAMA request able but the state can ask for proof at any time that these are put into place. Some things required in next steps are council/PZ and staff watching an eight minute long training video, and CAO get 100% mark with all watching. Data inventory logs, putting a notice on the website about collecting cookies, Resolution for Appointment, note for people to sign applications letting them know we are collecting data and storing safely (telling them how in a way). New employees and elected officials need to do video training within 30 days of hire. There are more steps to be done to implement this Act fully, but Spencer told board to only do first 3 steps for now, and then the next etc. Work Session for video and Resolution for next council meeting will need to be done. 4. Council Updates Jon asked about the fee schedule, doesn't want that to drop-wants to work on it next time. TRAIL QUESTIONS- no parking on trail, verbally ask not to but get cops involved if it becomes an issue. No motor vehicles at all on it, ATVs etc. Linda Thomas asked about legion hall, not sure about that yet, still not a dead idea, but they have had to go through a lot of red tape to get through and see if happen. F. Adjournment to work session-Alisha motions, Randy seconds, all in favor.
