Town of Goshen Council Goshen Town Hall July 8, 2025 Town Council Meeting 7:00 PM A. Pledge of Allegiance- Alisha Williams B. Prayer - Jonathan Maclee C. Disclosures- N/A D. Public Input/ Reports, Non agenda items (limited to three minutes)- Dave Okelberry asked/commented on previous public hearing and meeting from June 10, 2025. Asked how this meeting could be legal. There were documents provided showing that public hearing was posted legally and within the days needed. Just items for the regular council agenda were missed being posted due to a technical error and are set to reapprove on this agenda meeting. Edna asked about animals on the sidewalks and what animals can and can't walk on them. Horses are mentioned to be a no. 1. Approval of Minutes- June 10, 2025- Randy motions, Alisha seconds, all but Steven in favor, (Steven absent). 2. Goshen STAT Report from Sergeant Dutson- there were 50 incidents reported, 6 abandon 911 calls, 2 abandon vehicles, Goshen Elementary alarm tests, 6 animal, some medical, burglary, 2 disorderly, multiple extra patrols, 1 keep the peace, 1 mental, 2 traffic offenses, 1 welfare check, 1 accident. 2. Re-Approve Agenda Items 1-6 from June 10, 2025 Meeting- Jon highlighted for the public what the agenda items were, read off the agenda and brief description of all. Jon motions to approve Alisha seconds, all but Steven in favor, Steven absent. 3. Approve and adopt Certified Tax Rate for fiscal year 2025- nothing changed, it just needed to adopted and updated for the year. Alisha motions, Randy seconds, all in favor but Steven absent. 4. Discuss and Approve 2025 Recreation Grant Agreement between Utah County and the Town of Goshen. Grant amount of $5000- Each year we have $1000 grant we apply for and receive, we can accumulate it each year, or pull it out and use it. It can only be accumulated for 5 years and then withdrawn. Alisha has chosen to withdraw the 5 grand and use it to update the ball park bathrooms before the celebration. The agreement is with the state to agree to only use the money for this. Randy motions, Jonathan seconds, all in favor, Steven absent. 5. Approve Fee Schedule Updates- Leave water rates as is. Alisha mentioned the cemetery- Rachel stated that the wording needed to be changed to define resident vs non resident etc. This is to be tabled for next month. Jon and the council wants to see it typed and also take the 'removal of headstone' out, JC found that and it is irrelevant. 6. Council Updates Randy - bathroom updates, guys with public works are working on getting things going on it. JC- Celebration- parade line up, enough space to wrap it around by the cemetery and out as to not be on the center street that is so busy. Steven- called in and gave an update over phone on the water project. Still moving forward, with the back up generator and fill station will be done sooner than they thought. They will also be doing 12-13 hydrants. New fire truck will be on site Tuesday next week, and will be displayed and dedicated at the Open house at 7pm. F. Adjournment to work session-Jon motions, Alisha seconds, all in favor, but Steven absent. Those who attended: Jonathan Maclee, JC and Annie Reynolds, Randy Thomas, Alisha Williams, Rachel Pena, Magen Carlisle, Dave and Edna Okelberry, Sergeant Dutson, Randy and Marcella Staheli, and Steven Staheli absent but called in for council updates.
