Amalga Town Council will hold a public hearing followed by the monthly town council meeting Wednesday August 13, at 6:30 p.m. at the Amalga town hall 6590 N 2400 W AMALGA, UTAH 1. Welcome / Pledge of allegiance. Mark Cowley 2. Roll call Dave Wood Mayor, Paul Hansen Council Member, Dave Lee Council Member, Mark Cowley Council Member, Colette Dursteler Council Member, Shantrell Ritter Clerk, Howard Kunz, Scott McUne, Ken Allsop, Sid Munk, Seth Kunz, April Hansen 3. Approve Minutes of July 9th meeting a. Motion to approve Colette Dursteler b. 2nd Mark Cowley 4. Public Hearing a. Proposal by Sid Munk- Currently the town zoning ordinance has a provision for bonified farm workers. Does not think that mobile homes enhance our community. There aren't rentals in our community for farm workers. They took an established farm building and renovated it into a livable space for one of their farm worker. The proposal is to allow existing accessory buildings that are currently on the property to be refurbished and made livable for a bonafide farm worker. i. Mayor: Are there any other buildings that you want to do this too? Sid No. ii. Mark Is this on it's own water meter. Sid- It Shares a meter with the dairy. iii. Colette Dursteler: Who currently monitors the stipulations? Dave Lee Planning and Zoning we just got a brand-new enforcement ordinance. iv. When you say accessory building is that for anyone? No, it's just for farm workers. v. How many people would this Affect? Maybe 5 people. vi. Mark Cowley: is this be only the footprint of the existing building? Or can you add on to it? Sid- What we had in mind is that it can only be used with it's current footprint. vii. Dave Lee: What is your plan if this is not approved? Sid Munk: I haven't thought about that. viii. Ken Allsop- I am in favor of the proposal by Sid. The ix. Howard Kunz- I am in favor and agree with the previous comments from Sid and Ken b. Proposal by Howard Kunz- accessory apartments are already allowed in Amalga this would expand it a little bit. This would allow you to have an Accessory dwelling Unit, You would be allowed to have one in your dwelling or detached. i. Dave Lee this would have to be behind the original building and concerning the water and septic that would be determined by bear river health. ii. Dave Wood: Would this follow the same set backs as with a home. Dave Lee: Yes the same things would apply. iii. Dave Wood: So you are saying this is similar to Sid's. This is not exactly the same because Sid's would have to be an existing structure whereas this one would have to be a new build. iv. The primary residents would have to be owner occupied. v. Dave Lee- Could this be used as an air BNB? There is nothing in the code to stop this. vi. Mayor would this have it's own water meter? Howard- It already is in the ordinance that they can run on the main houses meter. vii. Scott Mcune- In the past there has been people who have had to move away because they couldn't have family move in to be taken care of. viii. Ken Allsop- With the primary house having to be owner occupied I trust members of our community to make it nice. ix. Dave Lee- Ken allsop when talking about primary Dwelling. In my mind the primary dwelling is the main house? Yes. x. April Hansen- I want to make sure that there is enough restrictions. My neighbors for years ran an extension cord out to a trailer xi. Mayor- xii. Mark Cowley: what would be the difference between an accessory building and a guest house? Dave Lee- Right now you can't have either xiii. Howard Kunz: What are your thoughts for moving forward if this is not approved? I wasn't planning on building one in the first place. I am trying to make it better for our town. I don't have any personal problem with this. 5. Close public Hearing a. Motion to Close Colette Dursteler b. 2nd Dave Lee 6. Open Public Meeting 7. Sheriff Report a. 10 Law incidents b. 7 traffic violations one of those was an excessive speeding vehicle that was caught going 80 and impounded. c. 12 warnings d. Dave Lee, how is the 30 MPH speed limit doing? It is easy to get them tickets. 8. Charlie Erickson discuss annexation application. a. Is there an interest in Annexing property? It would be light commercial it would be For tradesmen to come and buy the units out for business. How wet is this property? What about it is seasonal wet. There is some preliminary work with udot that they would want to rework the drainage. There has been two similar develops done in Lewiston and they are filling up. b. Dave Lee: Utilities gas, power and water? Charlie: Yes, they would need to be brought in. c. Dave Lee: to Annex these are the steps first files the application with the clerk and then recorder contacts attorney. d. I would prefer to work with the town than the county. e. Would you be wanting to sell these to single owners. Yes. f. Charlie's current property is zoned light industry. If this new plot is annexed in you code it to what you would need. g. Dave Wood: We would have to look at the water need and see if the towns water supply would be enough. h. Dave Lee: For me I'm not in favor of Annexation. We have nothing there already. i. Colette: what about those businesses would they be revenue for the town. Charlie: Most of these are going to be trade people who needs to store their stuff. j. Mark Cowley I agree with Dave Lee on this. k. Mayor I need to talk with our engineers. l. Paul 9. Ed Dursteler bid for park Upgrades a. New Partitions b. Baby Changing stations c. See Estimate Total 17,286.90 d. Vote to approve park upgrades Colette Dursteler abstain i. Motion to approve Mark Cowley ii. 2nd Dave Lee 10. Shalee Hansen town celebration report a. We've heard nothing but good. b. Next year Stacey and Brian Rindlisbacher will be in charge c. One thing that you liked about it. A lot of people showed up. 11. Council reports: a. Paul Hansen, i. Turned in RAPZ Tax for 2022. ii. Need to look into A/C for town hall iii. Bought More Supplies iv. Finish getting stuff Put away from celebration b. Colette Dursteler, i. Got nothing c. Mark Cowley i. Don't have much. To report. ii. Need to check for our residual chlorine. Supposed to be sampling 12 times per month. Will be contacting Kacee John to find out those tests from Schreiber's d. Dave Lee i. Put the water report on the website ii. No Planning and Zoning last week. It will be moved to next Wednesday night. Sid wants to restore a shed and talk to him about the scale iii. Really need more people on planning and zoning. Need a variety of people on the board. iv. Want to take a stronger look at the annexation v. The guy who bought the Jorgenson property and sold as two separate lots. But they were not separated properly. The new owner is in total violation of our code. He has already gone and done some work down in the wetlands which is in violations. He was notified in December to come in and get this straightened out he has not come. We'll be getting more information from the Army Corps of Engineers in regards to the wetlands. 12. Mayor's report a. Power problems b. Made proposal for roads c. Mosquito spraying 2 times a week d. Water is going good except when we have a power bump 13. Pay the bills a.
