TOWN OF JOSEPH MINUTES FOR 8.7.2025 25 E 100 N JOSEPH UT 84739 PRESENT: Doug Nowell, Mayor Jared Campbell, Gene & Sue Gestring, Troy Campbell, Nikole Campbell, Peggy Smith, Steve Healey, Chris Gibbs, Zac Kearney, Kelly Crane, Haley Obray ABSENT: PRAYER: Mayor Jared Campbell PLEDGE OF ALLEGIANCE MINUTES: Minutes were read, Troy motioned to accept the minutes, Zac seconded the motion. All were in favor. MAYOR UPDATES: -The town will have its annual Agreed Upon Procedures (Audit) on August 11, 2025 @ 10:00 am with Kimball and Roberts. Everyone is invited to come. -The town received a tourism grant providing they held a music festival to increase awareness for the town's business. It will be held on September 26, a Friday from 5-7. It is in conjunction with the paragliding going on that week in Monroe. The plan is to have food trucks come, have a classic car show, and have music playing for people to enjoy. Zac said he would contact food trucks and get them lined up. Haley will talk with Devin Woolsey about the advertising. Anyone with connections to live bands were asked to use them. Jared will talk to Phil H about sounds systems. The town would also like to put in a sprinkler system around the new patio and lay sod out to the playground. The council would like for it to be done before the music festival. WATER: -Zac contacted FEMA about the flood map update. It hasn't been updated since 1978. Jared and Zac will meet with an engineer on August 21st at R6. Kelly said he would try to be there. The two areas they have us listed for for potential flooding is Indian Creek and Graveyard Hollow. They will come and perform a survey. If we are on the flood plain, they will give us a list of things we can do to get off the flood list. This will take 2-3 years to complete, but gives customers paying flood insurance hope to not have to anymore. -Kelly had a great meeting with Kim Rodella when she came down to preview the work done on the springs. She wants to work with us on getting all the funds spent on the springs. Kelly heard back a little bit from USDA. They asked for a summary of what we would be using the funding for. Kelly sent it over and they wrote back saying that seems like more than was in their notes. Kelly is trying to balance the funding between USDA and the Local Matching grant. There was approval for all of this 2 years ago, but it is not a sure thing from USDA. Kelly believed we can get a lot of the project done with the money from the Local matching grant if it comes down to it. We may need to beg Kim to adjust our funding and do a change order. The Christensen's are on board and the Division of Drinking water has given their approval also. PLANNING COMMISSION: -Tyler needs access to the ordinances on Google Drive. R6 is willing to print and frame maps for the community for free. MISC: -Josh Christner began working as the newest deputy county attorney in January of 2024. He also works with Elsinore, Central Valley, possibly Austin & Glenwood, and hopefully Joseph. Services he provides for the town are employment issues, land use, water projects. Basically general services for the town as long as they don't come into conflict with the county. He also doesn't want to step on any toes if we still have our attorney on retainer. The town will check to see if we do. He usually charges $200.00 an hour but he gives a discounted rate of $150.00 for the first two hours. There is a monthly rate of $300 and that is him coming to a town council meeting or a planning commission meeting. He can also meet outside of those meetings. He would like to make himself available to the town for better turnaround. The mayor would like to talk with the other towns before he makes any decisions. -Chris Gibbs needs to do some community service, and he would like to do it for the town. He would like to make the pavilion at the park match the gables on the JCC. He will provide the labor and the materials. All he requires is a letter of completion. Doug made a motion to allow Chris to stucco the gables on the park pavilion. Gene seconded the motion. All in favor Troy motioned to adjourn the meeting, Gene seconded it. All were in favor.
