PUBLIC NOTICE For the Monthly Meeting of the Governing Board of THE CEDAR MOUNTAIN SERVICE DISTRICT To be held September 04, 2025 at 6:00pm at 3620 N. Mammoth Creek Road, Duck Creek Village, Utah 84762 AGENDA Call meeting to order Prayer and Pledge of Allegiance Public Comment: Public participation (no action will be taken on any item until it is properly agendized). Citizens wishing to speak during public participation are asked to state their name for the record and limit comments to a minimal duration and/or for no longer than two (2) minutes. Board Member Comments Chairperson Comments Items on the agenda may be taken out of order and times listed are approximate. A member of the Board may request the combination of two or more agenda items for consideration. A Board member may also request removal of an item from the agenda or to delay discussion at any time. The Board, at their discretion, may accept public comment on any listed agenda item unless more notice is required by the Open and Public Meetings Act. Consent Agenda All items listed under the Consent Agenda are considered routine and may be acted upon by the Board with one action and without general discussion or a hearing. Any member of the Board or any citizen may request that an item be taken from the Consent Agenda, discussed and acted upon separately during this meeting. For possible action: Approval of Agenda For possible action: Approval of Minutes of August 7, 2025 Board Meeting For possible action: Approval of August 2025 expenditures ** End of Consent Agenda ** Monthly Meeting 6:05pm - Commissioner Comments 6:10pm - Treasurer's Report 6:15pm - Clerk's Report 6:25pm - District Manager's Report, to include Dust, Snow, Facilities, Equipment, etc.; this is a report only and not for action. 6:35pm - Chief's Report, to include all Fire, EMS & Wildland operations; this is a report only and not for action. 6:45pm - Personnel Report: action may include approving and/ratifying personnel actions. 6:50pm - Firefighting/EMS: Action may include approving and/or ratifying repairs, purchase of new equipment, supplies or staffing needs, etc. and/or approving purchases specific to grant income. 7:00pm - Wildland Report: Review Wildland season, discuss any equipment, supplies or staffing needs. Action may include approving purchases. 7:10pm - 2026 Budget Planning: Review priorities and process for developing 2026 budget. Action may include approving the date for a planning meeting, setting the date for the Public Hearing, and/or next steps for budgeting. 7:15pm - Zion View Dust: Share information received from County and other involved parties and discuss next steps. Action may include setting dates, designating responsibilities, determining next steps. 7:20pm - Security Review: Discuss quotes for: a) staff training on security awareness and de-escalation techniques; b) overall risk analysis; and c) facilities security needs including upgraded locks and video. Action may include approving contract(s) for training, analysis, and/or facilities upgrades. 7:35pm - Surplus Property: Discussion of recent offers for Swains Creek lot and thoughts on the property. Discussion of any other surplus property. Action may include approving pricing, disposition, improvement, etc. of property. 7:45pm - Interlocal Agreement with County & Liening Property: based on approval of interlocal agreement with the County at the previous meeting, there are some steps that need to be taken to lien properties. Action may include approving steps and/or approving properties for lien. 7:55pm - District Fees and Parcels Verification: Action may include verifying and approving Fire, Dust and Snow parcels to be sent to Kane County Treasurer to include on the 2025 tax roll for collection of District fees. 8:05pm - Policies and Procedures, SOPs, SOGs, EOGs: Review recommended updates for policies, procedures, SOPs, SOGs and/or EOGs as part of the ongoing review and updating of District Policies. Policies for review include recommendation for revised GRAMA policy including updated fee schedule. Action may include approving SOP's, SOG's, EOG's and district policies including approving updated GRAMA policy and fees. 8:15pm - Other Business 8:20pm - Closed Session, if needed, to discuss personnel or pending or reasonably imminent litigation. 8:25pm - Adjournment
