Notice is hereby given The Mayor and City Council of Helper City, A Municipal Corporation, will hold a regular meeting On the 4th day of September 2025 at the Council Chambers 19 South Main, Helper, Utah. The meeting shall begin at 6:00 pm. Agenda 1- Call to order. 2- Pledge of Allegiance. 3- Roll call. 4- Public Comment. 5- Approval of the minutes from the August 7th, 2025, meeting, the August 18th, 2025 work meeting and the August 26th, 2025 special meeting. 6- Review and possible approval of a letter of support for Carbon County Ambulance services, including cost, quality and access. 7- Discussion regarding Helper City Code 18.90.090 Confinement and Keeping of Livestock and possible allowance of rooster. - Shelly Elliot 8- Discussion and possible approval of closing Main Street for Helper Hogwarts (First Friday) on Friday, Oct. 3rd. 9- Discussion and possible approval of closing a portion of Main Street for a Trunk or Treat on Oct. 25th. 10- Discussion and possible approval of vendor selection for Master Transportation Plan. 11- Discussion and possible approval of Resolution 2025-05 amending the Personnel Policies and Procedures Manual for Helper City. 12- Discussion and possible approval for a cell phone stipend amount for Public Works employees. 13- Discussion and possible approval of Resolution 2025-06 amending the garbage rates. 14- Discussion and possible approval of Wildcat fund distribution. 15- Discussion and possible approval of Wildcat fund distribution for security purposes. Reports only from Council Members and Department Heads. Closed session. Adjournment
