Minutes of Regular Town Board Meeting
Held August 21, 2025
The meeting was held at the Oak City Town Hall beginning at 7:30 p.m. in the Conference Room.

A. Invocation. The invocation was given by Shim.
B. Adopt Agenda.

C. Adopt Minutes of Oak City Town Board Regular Meeting held July 17, 2025.

D. Discuss Potential New Water Use Reporting Requirements from the Division of Drinking Water. The Mayor stated that this item has been discussed a lot but there are going to be new requirements. Ben Nielson, Oak City Town Public Works Specialist, the Mayor, and Tom all listened to a Zoom meeting with the Division of Drinking Water about water rates. Ben and Tom figured it would be around $2,900 a year, which is about .90 cents a meter, to do the extra reporting. The money is basically to keep the Division afloat. Ben told Tom that there are 10 of the Town's meters that are exempt from reading. They are basically industrial meters. The Mayor stated that the cost will be $.03 cents per thousand gallons. Tom called a few municipalities to see where they are at water wise. He called their city offices and talked to their water person. Talked to Stockton, Hinckley, Mayfield, and Orderville. The guy from Orderville said that Manti had been adding auto meter readers every year as meters need to be replaced. They do about 20 per year or so. Tom found out about what each municipality has as far as water resources. After checking into all this, Tom realized that Oak City has a great water system and its rates are very competitive. The main statement that was positive about automatic reader meters was the ease of it but there are a lot of glitches with the meters and negatives. The best thing might be to start metering all the water and then see how much the town is losing and go from there to see if it will be worth auto metering. Could add auto when replacing old meters and then add the electronic radios when and if

desired. Tom stated that most all these communities got their automatic reading meters through grants. Dave felt it might make sense to piggy back the water with the power system upgrade. This would mean there would be a deadline if going through the Utah Associated Municipal Power Systems program. $230,000 total. $46,000 for water plus $29,000 annually for water. $63,000 for electrical. Would get with EATON and finalize the contracts. UAMPS would do the financing and the Town would pay over three years. Dave stated that the Town has an amount of money at UAMPS that could pay for the electric part either totally or close to that. Dave stated that with auto meter reading, the town would gain data storage, reporting ability, and billing would be more accurate. Automatic meter reading will instill confidence is what the Town is doing. Tom is thinking it is a lot of money to just make reporting easier. The Mayor stated that the Town could go with automatic power meter reading but not water.
Ben got the sanitary survey done on the water system. There is some work that needs to be done there.
E. Discuss Electronic Meter Reading. Dave stated that UAMPS has approved the Eaton Project. Kurt wondered about the Mayors' feelings on it. Shim would like to support what Tom wants to do but it might cost quite a bit more if try to do this in five years. Dave reported that Dixie Power is using the same system as UAMPS and they have had no problems with it. Eaton is being used by some municipalities already. Dave pointed out that the auto meters will read better as they will be new and not full of dust, dirt, and bugs. Shim suggested doing the electric now and not doing water. Dave will check about adding the auto water meters as old ones need to be replaced, but not hooking up the electronics on them at this time.
F. Public Comments. There was no public comment.
G. Monthly Financial Report. The Financial Report was Read and Approved by Board Action. The Report was the June Report as Angie Dewsnup, past Town Recorder, was still working on the July one. Still working on getting Alyssa Nielson, the new recorder, up to speed on the financials.
Tom asked how the Town did on the Oak City Days financials. The Mayor explained that he is not sure yet. There are still too many billings coming in. It can take a month or two before the Oak City Day Budget is complete. Dave suggested getting a committee to go over, with the Town Board, what was good and what was bad in order to be as efficient as possible on Oak City Days. Dave wondered if the concert was still relevant. It wasn't very well attended. The Mayor understood that there were quite a few shirt-s and hoodies left over. He suggested going back to a more personal Oak City design on the shirts rather that the current generic design. Will at least have Julie McLaws, Oak City Days Co-Chair, come and talk to the Council about Oak City Days next month.
The delinquent list is shorter but still about the same amount as usual. Copeland will talk to one of the delinquent account owners. The Mayor will be talking to several others. The Mayor talked to one and found that the delinquency was due to a change in service so the Town will not be charging interest on this account.
H. Departmental Reports.

Will be selling the old chairs. The Mayor said Mason Anderson said he wanted some. The Mayor and Copeland will sort through the chairs.
The new air conditioner at the Town Hall is working well.
Tom Nielson.
Had a bad meter tree at 45 South 200 West (Greg Chappell). Ben dug it out and fixed it.
There was another leak on the water line by Broughs. The water pipe line is thin there.
Ben turned the Well on today for about 6 hours. The was the first time the Well has been turned on this Summer.
Attended the Division of Drinking Water Zoom Meeting.

Outages:
07-18 7:15 p.m. Brief system outage. Got a call from Derrick Koste about no power. Located blown section fuse on the 100 N., west-side branch line. Called Dixie Power to investigate and repair. They trimmed some branches from an overhanding tree. They also noted a leaking transformer at 40 N. 200 W,, which will be serviced later. 30 customers affected.
08-02 6:39 a.m. Brief system outage. Got a call from Derick Kolste to report an outage. Section fuse again blown on the 100 N., west-side branch line. Called Dixie Power to investigate and repair. The leaking transformer at 40 N. 200 W. was isolated and power restored to the branch at 8:20 a.m. Dixie Power replaced the transformer and restored service to the customer. 30 customers affected.
08-07 5:30 p.m. System outage on the Rocky Mountain Power (RMP) transmission line due to damaged line. Restored at 7:30 p.m.
Operations and Actions.
1. 08-06. Arranged for new service to be installed at 330 North Main for new home construction.
2. On the June 2025 UAMPS billing, Oak City had net energy delivery of 320,284 KWH. Total costs/KWH was $0.07092. The bill was $22,716.09. Purchase price was below required operating margin, so no Power Coast Adjustment was ordered for the July billing.

3. 08-15 Meter Reader reports meter at 40 S. Main (Lydell Lovell) is not working. Replaced meter.
4. Met with Dixie Power to discuss new power connection at 33 N. Main (Nick Bauman) and some necessary pole replacements on the main feeder line into town. Examined service poles at 240 N. 100 W. and 55 N. 100 W. and scheduled those for replacement. Dixie is also
preparing for complete underground line replacements and new service transformers for the
cul-de-sac at 40 E. 200 N. This will affect eight customers in September.

Had the regulator go out last month. It was replaced with a spare from Dixie Power and they wanted to know what to do with the old one. Dave told them to have it refurbished which would be about $7,000. He got an estimate for a new one, $105,000 dollars, and about 40 weeks before you can get one. He got an estimate on a rebuild, $44,000 and only 12 weeks out. Dave will have them get the rebuilt package and sent the old ones in to refurbish for $7,000 each so will have some replacements. The old ones seem to last a lot longer also. The Council was okay with this plan.
Before Dave's term is up on the Council, he will go to the City Shed to see if there is anything that can be gotten rid of.
I. Miscellaneous.

The Council signed thank you cards for the Oak City Days Committee Members.
The Mayor got a call about people parking their cars on the side of the road near Rusell Finlinson's to drop off kids to catch the bus. Rusell seamed upset by this. A party asked if they could get some road base and fill in on the side of the road so won't have to park in front of Russell's. The Mayor gave permission for this.
Talked to Kathy Schmutz who had a very large water bill last month. Her bill was about $3,000. Craig came and helped the Mayor check the water valve and meter. When he got to the house, it was leaking there. Got this repaired and this seems to have knocked the water use down quite a bit. Asked Courtney Finlinson, Oak City Town Treasurer, to just charge her the average water use for that month. They are going to buy a pressure regulator for their line and Tom and Ben will put it on.

Might need to order some more tables for Oak City Days as there seems to be more need for tables than can be supplied. Some parties were hoping to get some more porta-potties for the day. Might could get Darrell Woods trailer for the day.
The tennis court looks very good. Will need maintenance but should last about 10 years. Looking at how to protect it from mist from sprinklers and will probably need to blow it once in a while. They put more time and materials into it than they bid for.
