NOTICE IS HEREBY GIVEN that on Tuesday, November 4, 2025, a local special election will be held in order for registered voters in Grand County to decide whether Grand County shall increase the Rural County Healthcare Sales and Use Tax from one-half to one percent. This local special election was authorized by the Grand County Commission via Resolution number 3423, which was passed on August 19th, 2025. This ballot proposition was registered with the Office of the Lieutenant Governor, who assigned the number 13 to this proposition.
Proposition 13 will read on the ballot as follows:
'Shall Grand County increase the rural healthcare sales and use tax by one-half percent (0.5%), from one-half percent (0.5%) to one full percent (1.0%) to be used as allowed by State statute, including to help fund the operations of The Canyonlands Health Care Special Service District (which operates the long-term care facility in Grand County and provides resources for other critical healthcare needs), the Grand County Emergency Medical Services Special Service District, and Moab Valley Fire Protection District?'
In accordance with Utah State Code 20A-7-402(2)(d), voters registered in Grand County may file a request to submit a written argument for or against this special local ballot proposition. An eligible voter shall file this request with the election officer no later than 5 p.m. on Friday, August 29th. The request may be submitted via email to elections@grandcountyutah.gov or made in person at the Grand County Clerk/Auditor's Office at 125 East Center Street, Moab, Utah 84532. Upon receiving any requests, guidance will be offered regarding the submission of the written argument.
