EAGLE MOUNTAIN CITY PUBLIC NOTICE SOLICITATION OF ARGUMENTS FOR OR AGAINST A 0.1% SALES AND USE TAX (RAP TAX) To all eligible voters of Eagle Mountain City, Utah: Notice is hereby given that on November 4, 2025, an Opinion Question will be held in Eagle Mountain City, Utah in conjunction with the General Municipal Election. The Opinion Question asks if Eagle Mountain City should be authorized to impose the Recreation, Arts, and Parks Sales Tax, commonly known as the RAP Tax. OFFICIAL BALLOT PROPOSITION (#8) FOR THE EAGLE MOUNTAIN CITY, UTAH RAP TAX AUTHORIZATION ELECTION NOVEMBER 4, 2025 'Shall Eagle Mountain City, Utah, be authorized to impose a 0.1% sales and use tax (one-tenth of one percent) for the purpose of funding recreational, cultural, botanical, and zoological facilities, and botanical, cultural, and zoological organizations within the City?' FOR AGAINST Eligible Voters of Eagle Mountain City, may file a request to submit a written argument for or against the authorization of the RAP Tax. All requests and argument submissions can be made to: Eagle Mountain City Recorder's O ice Gina L. Olsen, City Recorder 1650 E Stagecoach Run Eagle Mountain, Utah 84005 recorder@eaglemountain.gov Any eligible voter may request to prepare a written argument for or against the local ballot proposition in accordance with Utah State Code 20A-7-402. Such a request must be filed with the City Recorder no later than 5 p.m. on Friday, August 29, 2025. On September 2, 2025, the Eagle Mountain City Recorder will select two eligible voters to prepare written arguments regarding the Opinion Question, that is, one eligible voter will prepare a 'for' argument and one will prepare an 'against' argument. The selection will be made in accordance with Utah Code Section 20A-7-402(2)(e). The two selected eligible voters shall submit their arguments to the Eagle Mountain City Recorder's O ice no later than 5:00 p.m. on Friday, September 5, 2025. The written arguments shall not exceed 500 words in length; and List the eligible voter's name, residential address and postal address (if di erent), email address, and phone number. Within one business day after receiving both written arguments, the Eagle Mountain City Recorder shall provide a copy of the opposing arguments to the selected eligible voters. The selected eligible voters may submit written rebuttal arguments to the Eagle Mountain City Recorder's O ice no later than 5:00 p.m. on Friday, September 19, 2025. The written rebuttal arguments shall not exceed 250 words in length; and List the eligible voter's name, residential address and postal address (if di erent), email address, and phone number. The Eagle Mountain City Council will conduct a public meeting at 7:00 p.m. on October 7, 2025 (or such other date as the City Council may determine but no later than October 9, 2025) for presentations of the arguments for and against the Opinion Question. Eligible voters desiring to be heard will be provided an opportunity to present oral testimony. Equal time will be given for the arguments. The Eagle Mountain City Recorder shall refuse to accept and publish any untimely request, written argument, or written rebuttal.
