Planning Commission Minutes June 5, 2025 Planning Commission Present: Linda Simmons Tyler Nielson (absent) Regan Richmond (absent) Will McFarland Paul Murdock Community Development: City Manager: City Council Representative: Ben Muhlestein Kellen Nielson Minutes: Nicole Holliday CALL TO ORDER & APPROVAL: Linda welcomed everyone to the meeting. She asked if anyone had questions or changes for the May minutes. Paul made a motion to approve the minutes. Will seconded the motion, it passed unanimously. PUBLIC INPUT: None COUNCIL REPRESENTATIVE REPORT: Kellen said we will discuss what the city council had to say later in the agenda. COMMISSIONER MEMBER REPORTS: None UPDATE ON DOWNTOWN PLAN: Ben stated that Bike Utah has made the survey live. The link for that has been sent out with people's city utility bills. Ben will also put it on the city website and social media. B3 PRESENTATION: Bill and Tyler with B3 joined virtually and they gave a presentation about affordable housing. B# development is a real estate development company based in Utah, they focus on affordable housing. They have done projects in multiple Utah communities, including rural communities. They have a footprint in Arizona, Nevada and Idaho. Affordable housing is at the forefront of every community around the state and the country. They develop housing for the 25%-60% area median income range. Bill stated that a lot of cities have an outdated, old fashioned code. Bill and some colleagues are coming to Blanding next week to meet with the city council. The B3 company develops these housing units and then owns them for about 15 years, so they like to make a quality product. They talked about Blanding's multi family zone and tweaking it to better serve affordable housing. They talked about parking and what is best for affordable housing units. ONE/TWO LOT SUBDIVISIONS: POLICY REVIEW: Ben stated that the general idea of this is to provide a policy that will be quicker and easier. He went over some of the specific requirements in the policy. They talked about the requirement to show proof of ownership of the lot before dividing it. The commission agreed to keep that as a requirement. They talked about who would approve this type of division, and it was agreed that it would go to the city council. R2 CODE, COMMENTS FROM COUNCIL: Ben stated that the city council had some comments on the R2 revisions that the commission had made. They talked about the amount of units that will require an open space. They talked about professional office space. The city council wanted to keep that in as an option, but add a definite description of what is allowed. They talked about the signage allowed, omitting retail businesses, and limited foot traffic. They talked about accessory dwellings and what they can be used for. They talked about nightly rental use and the parking issue that could come up. Ben stated that the city council wanted to keep the conditional use section. The Commission wanted to change mobile home to RV, so that it was clear that it was a temporary allowance. They talked about the issues that the county has been dealing with as far as RV's go. Ben stated that he would like to add a time limit and a permit requirement. There was discussion of having the first permit being free and then to reapply will include a large non refundable fee. They discussed having the fee go up each time they apply for a permit. They discussed section B of the conditional use code. They left it as is except for replacing the mobile home with an RV or travel trailer. They discussed the private drive section in the code. Will talked about different loans that people use and a lot of them talk about private drives. The commission agreed that they don't want to restrict people from being able to get a loan. They felt like the wording in the code was sufficient. They talked about off street parking. JL Hunt Rezone Application: Trina was at the meeting virtually. She stated that nothing has changed from the last time she was here. She asked if anyone had questions or concerns. They discussed another home that the developer has recently put in. They discussed the development of the 300 E road. Paul made a motion to approve the JL Hunt rezone application. Will seconded the motion. The motion passed unanimously. R2 Code Update: Will made a motion to send the updated R2 code to the city council for review. Paul seconded the motion. The motion passed unanimously. The commission agreed to meet next on August 14th. Paul made a motion to adjourn. Will seconded it. The meeting adjourned.
