1. CALL MEETING TO ORDER.
Planning and Zoning Vice Chairman Klansey Bateman called the meeting to order at 5:36 p.m.

3. PLEDGE OF ALLEGIANCE.
The Pledge of Allegiance was led by Planning & Zoning Vice Chairman Klansey Bateman.
4. APPROVE OR AMEND PLANNING AND ZONING MEETING MINUTES OF APRIL 24TH, 2025 DECISION.
Motion made by Commissioner Michael Connin, seconded by Commissioner Steve Wallace, to approve the Planning and Zoning Meeting Minutes of April 24th, 2025. All in favor, aye, Montion passed.
5. DISCUSSION PERTAINING FEDERICO CARRILLO CONDITIONAL USE APPLICATION.
Federico Jr Carrillo presented plans to the Planning and Zoning Commissioners to restore a building into two units, 68S 1ST Street, Wendover, Utah, where his dad has his food truck. Fredrico informed Planning Zoning Commissioners that they are still working on getting someone here to remodel the other building and make it into a restaurant, but it is hard to get someone out here who is trustworthy. Federico also informed the Planning and Zoning Commissioner that he would like his plans reviewed, which have been approved by Building Inspector James Short, and Wells Rural Company said the plans were good and water is there, just need water meters placed. Planning and Zoning Commissioner Vrayen Soriano asked City Clerk Liliana Soriano what Zone Federico Carrillo buildings are. City Clerk Liliana Soriano responded that they are in commercial C2. Frederico also informed the Planning and Zoning Commissioner that he has filed for a conditional use that falls under multi-family dwelling. City Fire Inspector Waylan Nelson brought to the attention of Planning and Zoning commissioners that there is a 2-inch water line at the moment that goes to both buildings, and that means it also feeds the fire hydrant, which means the hydrant is not up to fire state code. As a result, if any of those buildings catch fire, they would burn to the ground unless 1st street is closed off, then the fire truck can connect to the fire hydrant. Waylan suggested that a firewall or fire sprinkler system be installed for the commercial property, a new 8-inch water line be installed, a new fire hydrant be installed, and a manhole be installed to facilitate grease cleanout. Also, ACBS sewer pumps are not allowed outside. Planning and Zoning Vice Chairman Klansey suggested that it be brought to the attention of the city council if the city would like to upgrade the water line, or if it is the owner's responsibility to place a new hydrant and the 8-inch water line that would benefit all businesses in that area. The commissioner suggested that the city will benefit as well as the owners of businesses, maybe the city can meet Federico Carrillo halfway, the city pays half the cost, and Federico pays the other half. No decision was made.
6. APPROVE OR DISAPPROVE THE APPOINTMENT OF THE NEW CHAIRMAN DECISION.
Commissioner Bryan Soriano nominated Klansey Bateman for the position of Chairman of Planning and Zoning.
Motion was made by Bryan Soriano, seconded by Michael Connin, to approve Planning and Zoning the appointment of New Chairman Klansey Bateman. All in favor, aye. Motion passed.
Chairman Klansey Bateman to nominate Brayn Soriano as new Planning and Zoning Vice Chairman.
Motion made by commissioner Steve Wallace, seconded by commissioner Michael Connin, to approve appointing Bryan Soriano as the new Vice Chairman. All in favor, aye. Motion passed.
7. CITY LIASION RADINE MURPHY UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
City liaison Radine Murphy informed Planning and Zoning Commissioners that the City of Wendover is working on paving Moriah Ave, and Wells Rural will move the poll in the middle of the road. The project is going to be a little pricey for the city, but the city will take into consideration replacing the water lines as well.
8. VICE CHAIRPERSON KLANSEY BATEMAN UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.

10. COMMENTS FROM THE AUDIENCE.
Federico Carrillo asked the planning and zoning commissioners did we disapproved. Vice Chairman Klansey Bateman responded with no, this is just a discussion, no decision was made, it was just to gather more information regarding your plans. We will talk to City Administrator Glenn Wadsworth about what the city would like to do, or whether the city would like to do an upgrade on the water pipeline or the city would meet you halfway on the water line placement. But as of now, we can't answer whether you are approved or disapproved until we gather more information.

Motion made by Chairman Klansey Bateman, seconded by Commissioner Steve Wallace, to approve the adjournment of the meeting at 6:06 p.m.
