CITY COUNCIL MEETING AND PUBLIC HEARING
JULY 15, 2024

The Aurora City Council came to order at 7:00 pm. Mayor Quarnberg informed the public that proper notice for the city council meeting had been given. Then moved to the City Council Meeting. Bryan Sprague gave an opening expression of choice, and the Council recited the Pledge of Allegiance.

City Council Meeting-
1- APPROVAL OF MINUTES-
The City Council reviewed the minutes of the June 17, 2024 Council meeting.
City Council Member Bryan Sprague moved to accept the minutes of the June 17, 2024 meeting with a few minor changes. City Council Member Andy Rasmussen seconded the motion. The motion was approved by members: Rasmussen, Mason, Sprague, Harrison and Vercimak.

2- OPEN SESSION-
No one from the public came forward with any issues for the Council.
3- CIB ROAD PROJECT UPDATE-
Mayor Quarnberg informed the Council that the water way repairs were well underway along 200 North and 100 North. The next meeting to have with the engineers and contractors will be held July 23rd @ 4:00 pm at the Aurora City building. The contracts stated that they were on track to begin the chip sealing along Center Street and the southeast corner of the city.
4- REVIEW OF 4TH OF JULY CELEBRATION-
Council Member Parker Vercimak discussed the past 4th of July celebration and the success of the celebration. Mr. Vercimak reviewed the work that the committee had preformed and the amount of participation from the schools and community. Everyone commented on the excellent celebration and the fun that everyone experiences who participates in the events. Mayor Quarnberg thanked all those involved and discussed how to make the celebration better next year.
5- SHAY MORRISON - REGION 6 COMMUNITY GROWTH COUNCIL-
Mr. Morrison discussed several items with the City Council-
a- Rural Communities Opportunity Grant- Mr. Morrison stated that this grant opens on September 16th and closes on October 31st. This grant is an economic development grant for communities who have 20% matching money and can be used to help entice business to move to the community.
b- OPMA- Mr. Morrison discussed the fact that public bodies are not allowed to hold electronic meetings.
c- CDBG- This is a grant for communities to provide infrastructure, ADA projects, based on income levels of the community. The application period is September through December.
d- Mike Hansen Group- Mr. Morrison stated that he had contacted the Hansen Group and they were waiting to hear from Aurora City the direction to go

on the new subdivision ordinance.
6- SUMMER PARK USAGE-
Mr. Johnson discussed the usage of the Aurora City Park during the summer. He stated that weekends are extremely busy for both the Scout Cabin and City Building which is making it difficult for Tresha to keep up with the cleaning. Mr. Johnson asked if he should disallow back-to-back rentals to allow time for Tresha to clean the buildings and get them ready for the next renter. After discussions with Tresha, she felt that if we told renters that have a reservation on a day following another reservation, it would work better to tell the rents that they would not be allowed to use the building before noon on the following day. That would give her time to do the necessary cleaning.
7- DEPARTMENT REVIEWS-
Jim Harrison- Mr. Harrison discussed working on deposits and reconciliations and mentioned that he would visit with Tresha about the cleaning.
Kelly Mason- Mr. Mason informed the Council that he is working on the new pickleball courts and presented the Council with bids for two courts. The Council discussed the price of the bids and the work the contractor had done on the Richfield courts. Mr. Mason stated that he would continue working with the contractor for the best deal.
Andy Rasmussen- Mr. Rasmussen expressed appreciation to the city from the Fire Department for their support during the 4th of July celebration. Mr. Rasmussen also discussed some ordinance violations in the city.
Bryan Sprague- Mr. Sprague explained the Planning Commission cancelled their July meeting. He also discussed his conversations with Sevier County regarding animal control and their vaccination requirements for animals that are turned in.
Parker Vercimak- Mr. Vercimak informed the Council that there are 8 vendors booked for the Christmas at Willowbend event. He also stated that they have been in contact with the Richfield and Salina Chambers of Commerce as well as Rocky Mountain Power to do a video presentation. The event will be held on Saturday November 30th.
8- WATER AND FINANCIAL REPORTS REVIEWS-
The Council reviewed the water usage report, delinquent report as well as the list of checks written and the budget.

9- ADJOURNMENT-
The Council completed their business and the meeting was adjourned at 9:17pm with Clint Johnson offering a closing expression of choice.
