Orangeville City Council Regular Meeting Minutes July 10, 2025 7:00 P.M. Present at said meeting were: Mayor- Shaun Bell, Council Members- Tracy Addley, Kari Alton, Kevin Butler, City Recorder- Amanda Lake, Zoning Admin.- Seth Manning, Maintenance- Travis Richards, Andy Thompson Visitors: Mindy Nicholson, Loraine Frandsen, Lauren Mills REGULAR SESSION 1. Introduction: made by Mayor Shaun Bell 2. Prayer: Tracy Addley 3. Pledge of Allegiance: led by Mayor Shaun Bell 4. Approval of Bills and Warrants: Motion: made by Kevin Butler Seconded by: Doug Stilson Voting Roll Call: Tracy Addley- Aye, Kari Alton Absent, Doug Stilson- Aye, Meran Kay Absent, Kevin Butler- Aye. Motion passed with 3 affirmative votes. 5. Approval of June 10, 2025 Enterprise Hearing Minutes: Motion: Doug Stilson Seconded by: Kevin Butler Motion passed with 3 affirmative votes. 6. Approval of June 10, 2025 Public Hearing Minutes: Motion: Doug Stilson Seconded by: Tracy Addley Motion passed with 3 affirmative votes. 7. Approval of June 10, 2025 Rescheduled City Council Minutes: Motion: Kevin Butler Seconded by: Tracy Addley Motion passed with 3 affirmative votes. 8. Public Comments: No Public Comments 9. Report on Girls State: Lauren Mills reports on Girls state and informs the Council on her experience. Lauren states that she learned many things and thinks that it would be a great experience for those in the future who want to go. Lauren thanked the Council for helping her fund her trip. 10. Approval of Culinary Water Connections and Sewer Connections for Brandon Hoffman: Amanda Lake explains that Brandon has paid the fees for the connections and has turned in the paperwork required. Brandon is putting a modular home on his property. Motion: Tracy Addley Seconded by: Doug Stilson Motion passed with 3 affirmative votes. 11.Approval of Resolution 2025-8: A Resolution Amending Orangeville City Personnel Policy and Procedures Manuel Section 10: LEAVES OF ABSENCE: Amanda Lake explains that this was discussed in a previous City Council meeting and the Council agreed to change vacation and sick time off to PTO. A Resolution is necessary to implement these changes. Motion: made by Kevin Butler Seconded by: Tracy Addley Voting Roll Call: Tracy Addley- Aye, Kari Alton Absent, Doug Stilson- Aye, Meran Kay Absent, Kevin Butler- Aye. Motion passed with 3 affirmative votes. 12. Approve Resolution 2025-9: A Resolution adding an In-Lieu0Of Insurance Policy for Eligible Employees Personnel Policy and Procedures Manuel of Orangeville City: Amanda Lake states that this was approved in a previous Council meeting but could not find a Resolution putting it into the Orangeville City Policy Manuel. Amanda states that this Resolution is necessary to add to the Policy Manuel. Motion: made by Tracy Addley Seconded by: Doug Stilson Voting Roll Call: Tracy Addley- Aye, Kari Alton Absent, Doug Stilson- Aye, Meran Kay Absent, Kevin Butler- Aye. Motion passed with 3 affirmative votes. 13. Approval of Moose's Free Library Proposal: Amanda Lake states that Mrs. Dudley contacted here with the proposal of putting in a free library at the entrance of the walking trail. Mrs. Dudley states that her and her family have been looking for a community project to do for our small town. The family is not asking for funding, but asking for permission to install the free library. Books will be available for kids of all ages as well as chapter books for older kids. All books will be clean and will be rotated out. They also would like to put dog treats and supplies on the shelves that may be needed on the trail. Orangeville City Council thought this to be a great addition to our community. Motion: Kevin Butler Seconded by: Doug Stilson Motion passed with 3 affirmative votes. 14. Ratify . - Max Cropper- Utility Reimbursement in amount of $203.92: Amanda Lake explains that the Croppers rented Leo and Geraldine Wright's home while they were on their mission. The Croppers and Wright were both paying the utilities since February as the Croppers no longer lived in the home and needs to be reimbursed for those amounts. Motion: made by Kevin Butler Seconded by: Doug Stilson Voting Roll Call: Tracy Addley- Aye, Kari Alton Absent, Doug Stilson- Aye, Meran Kay Absent, Kevin Butler- Aye. Motion passed with 3 affirmative votes. - Abby Mack- Water truck fuel in amount of $20.03: Abby waters the city flowers and the truck she uses needed gas. Abby was unaware that she could charge the fuel to Food Ranch and paid for it out of her own pocket and needs to be reimbursed. Motion: made by Doug Stilson Seconded by: Tracy Addley Voting Roll Call: Tracy Addley- Aye, Kari Alton Absent, Doug Stilson- Aye, Meran Kay Absent, Kevin Butler- Aye. Motion passed with 3 affirmative votes. - Tracy Addley- Cemetery pump hose clamp in amount of $20.36: Mayor Bell explains that the hose that was purchased for the new Cemetery pump need to be fixed. Tracy took the hose back to the place of purchase and they said they could not fix it. Tracy bought clamps to fix the hose and needs reimbursement. Motion: made by Kevin Butler Seconded by: Doug Stilson Voting Roll Call: Tracy Addley- Recuse, Kari Alton Absent, Doug Stilson- Aye, Meran Kay Absent, Kevin Butler- Aye. Motion passed with 3 affirmative votes. - Angela Paskett- Pickleball Prizes in amount of $55.71: Kevin Butler states that Angela purchased prizes for the pickleball tournament at Orangeville Days and needs reimbursement. Kevin states that this cost was in the budget. Motion: made by Doug Stilson Seconded by: Kevin Butler Voting Roll Call: Tracy Addley- Aye, Kari Alton Absent, Doug Stilson- Aye, Meran Kay Absent, Kevin Butler- Aye. Motion passed with 3 affirmative votes. - New Countertops for the Community Center in amount of $6,500: Mayor Bell states that the Community Center is in need of new countertops in the kitchen. The city had extra funds in the Community Center Budget and was able to cover the cost of the countertops. Motion: made by Kevin Butler Seconded by: Doug Stilson Voting Roll Call: Tracy Addley- Aye, Kari Alton Absent, Doug Stilson- Aye, Meran Kay Absent, Kevin Butler- Aye. Motion passed with 3 affirmative votes. - Kory Larsen- Community Center Rental Reimbursement in amount of $40.00: Kevin Butler explains that the Larsen's rented the Community Center the days after Orangeville Days and the Community Center didn't get cleaned before the Larsen's needed it. The Larsen's helped to clean it for their own use and Kevin felt that it wasn't fair to charge them for the use. Motion: made by Doug Stilson Seconded by: Kevin Butler Voting Roll Call: Tracy Addley - Aye, Kari Alton Absent, Doug Stilson- Aye, Meran Kay Absent, Kevin Butler- Aye. Motion passed with 3 affirmative votes. - Cameras and Equipment for the City Park in amount of $605.00: Amanda Lake explains that the park is still having vandalism problems and that the park bathrooms and kitchen need more cameras. Motion passed with 3 affirmative votes. 15. Staff Reports: Seth Manning: Seth states that the county is issuing a conditional use permit to the Barndominium , under the condition that he and the Brothersons split the cost for a privacy fence. Travis Richards: Travis states that over the weekend someone left a lot of trash around the dumpster up by the rv dump. The dumpster was full so they put the garbage all around the dumpster on the ground. Amanda made signs to put on the dumpster and a suggestion of during the summer months maybe putting a large roll off dumpster up there as well. Travis states that the wall blocking the bathroom doors was tore down due to a lot of vandalism at the park. This was done to aid in hopefully catching who is doing the vandalism. Andy Thompson: No Report Dani Tuttle: Absent Amanda Lake: Amanda reports that Mindy Nicolson had some concerns about the state of the City Park Kitchen and bathrooms. Mindy voiced her concerns and wanted to make the Council aware of the condition of these facilities. The Council said that they will look into these issues and address them. Amanda also reports that UDOT has agreed to help pay for the light replacements on the North end of town. Those funds will be put back into the B & C road budget. Amanda states that she talked to Hailey Collard and Hailey was asked by The Best Friends Organization to start a rescue shelter for animals here. This is something that might be coming to the community. 16. City Council Reports: Tracy Addley: No Report Kari Alton: Absent Doug Stilson: Doug states that they went through the Short-Term Rental policy and as far as they can tell they are in compliance. He also states that they are working on a policy for Accessory Dwelling Units. These are not Short-term rentals. These are dwelling that are occupied for more than 30 days. The Glamping Project are still working on the water shares. Meran Kay: Absent Kevin Butler: Kevin reports that he attended the Nuclear meeting at the County. He states that the Company Valor was there to answer questions and address concerns from the public. He states that this facility would be doing actual nuclear testing, but the reactors are mini reactors. He advises those that are concerned to attend these meeting to become educated on how these reactors work. He states that he thinks it will be a great addition to help boost our economic growth. They are hoping to have it up and running by July of next year. 17. Mayors Report: Mayor Bell thanks Kevin Butler for Orangeville Days and all the hard work that was put into it. Mayor Bell also thanks the office staff with the projects going on and the website changeover. 18.
