Purpose of Public Notice
The Utah Department of Environmental Quality (DEQ) is soliciting comments on the request to renew a ground water discharge permit as described below. The ground water discharge permit is issued by the Director of the Division of Water Quality under authority of the Utah Water Quality Act, Section 19-5-106(g) Utah Code Ann. 1953, as amended and Utah Administrative Code R317-6. Under Section 19-1-301.5, effective May 8, 2012, a person who wishes to challenge a Permit Order may only raise an issue or argument during an adjudicatory proceeding that was raised during the public comment period and was supported with sufficient information or documentation to enable the Director to fully consider the substance and significance of the issue. Utah Iron, LLC has requested renewal of Ground Water Discharge Permit UGW210011 to cover the operation of the Iron Mountain Mine in Iron County, Utah. Utah Iron, LLC operates a tailings pipeline that transports iron and gangue tailings from the milling facilities to two existing pit lakes (Blackhawk and Blowout pit lakes) located on the southern flank of Iron Mountain. The transported tailings are transported as slurry and discharged into the Blackhawk and Blowout pit lakes, the slurry is allowed to settle, which assists in backfilling the existing pit lake disturbances. Utah Iron, LLC operates a return water pipeline that pumps excess return water from the milling process and recovered pit water that is re-used for mine operations.
The tailings storage locations are on the following tracts of land (Salt Lake Base and Meridian) with the centroid of operations located at 37.618080 Latitude, -113.383488 Longitude:
S 1/2 of Section 30, Township 36 South, Range 13 West;
NE 1/4 of Section 2, Township 37 South, Range 14 West;
NW 1/4 of Section 1, Township 37 South, Range 14 West.

Public comments are invited any time through close of business on September 15, 2025. Written comments may be directed to the Division of Water Quality (DWQ), P.O. Box 144870, Salt Lake City, UT 84114-4870. All comments received prior to close of business on September 15, 2025, will be considered in the formulation of final conditions to be imposed on the permit.
