2. Approval of June 18,2025 Town Council Meeting Minutes
Phil Whatcott motioned to accept the minutes for the Holden Town Council Meeting held June 18,2025, LaRee Stephenson seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous
3. Payment of payroll/reimbursements and bills
a. The bills/payroll/reimbursement invoices dated June 19, 2025-July 9,2025 were given to the council before the meeting for review.

*One permit request- Dalton & Amanda Barton will be building a home at the South end of town. Plans have been approved by the Planning Commission.
6. Report of Officers
a. - Roads & Landfill
*Landfill Ordinance
In 2012 the town allowed those living outside the city limits to use the landfill with a $25.00 charge. The council feels this opens the town to issues in who can or cannot have access to the landfill.
The decision was made to keep the landfill ordinance as adopted in August of 2024, no changes will be made.
Public works is frustrated with items not being properly deposited in the landfill. When the quarterly report is submitted pictures of the landfill areas now need to be submitted with the report. It is time consuming and costly to remove improperly placed items. A notice will be put up to re-emphasize the importance of discarding in the proper places.
*Fire department use of landfill for training- The fire department has used the landfill for training in the past, without issue. They would be doing the training in the fall, when the fire hazard has gone down. The fire department will need to make sure that all protocol procedures have been followed. It was suggested that a list of stipulations could be drawn up and signed by the fire department.
b. Parks, Recreation and CERT
* Public works is working on figuring out the cause of excessive water use at the veterans memorial.
Watering has been cut down at the park and cemetery in an effort to conserve water.
C..David Wood - Electric
*Still waiting on more information on the AMI meters.
*UAMPS has been doing some core testing at the site where the natural gas peak power plant will be built. The power plant is scheduled to go live in 2029.
*Question from the audience about the power outage this afternoon. It was explained that the town uses Rocky Mountain transmission lines and Dixie power services our power poles and lines. There was a fire in the mountains near Scipio and the transmission lines were shut down until they were shown to be clear.
d.Phil Whatcott -Fire Department
The fire chief estimates that the fire department used approximately 32,000 gal of water to fight the structure fire last month.
*Fire department still has fire blankets left over from the open house, contact the fire chief if you would like one.
Water
Water tanks are averaging around 11 feet, with 240-245 gal a minute coming in.
*Amend contract for environmental clearance- Due to moving to a new site for the well, a new environmental clearance needs to be done. This clearance checks for historical artifacts and endangered species. There will also be a budget increase to the project of $17,500 for the study and $20,000 for the test well. It will take about two months to complete the environmental study.
Phil Whatcott motioned to amend the environmental clearance contract with Sunrise Engineering, LaRee Stephenson seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes voting was unanimous.
**Mayor Fox and David Wood declared conflict of Interest as they are both employed by Sunrise Engineering. Both work in different departments than the engineers handling the water project.
The land for the well is still under negotiation but close to being finalized.
*Public works has two fire hydrants that are plugged and need to be removed and unplugged so they will drain.
*The water line near 200 S. 350 W. is leaking and needs to be replaced. Public works hopes to get started on that this coming week.

*July 24th Post office hours- Post office will close at noon to observe Utah's Pioneer Day.
*The town sign at the North end of town is looking very faded and worn. Public works would like to replace it with something other than wood.
