PANGUITCH CITY COUNCIL MINUTES PANGUITCH CITY OFFICE CONFERENCE ROOM, 25 S 200 E PANGUITCH, UTAH 84759 JULY 8, 2025, 5:30 PM Those present at the City Council meeting were Mayor Kim Soper, City Manager Mat Houston, City Recorder Tyrissa Howell, City Attorney Barry Huntington, and Council Members Paul Dastrup, Tracy Wright, Cindy Stewart, Mike Sarles, and David Dodds. Others present were AJ Johnson, Nilay Gijjar, Ed Ryan, and Beth Ryan. The meeting was called to order at 5:30 p.m. OPENING CEREMONY Mayor Kim Soper conducted the opening ceremony. ADOPTION OF THE AGENDA Mike Sarles moved, seconded by Cindy Stewart, to adopt the agenda. The motion passed with all in favor. APPROVAL OF THE MINUTES Tracy Wright moved, seconded by Cindy Stewart, to approve the minutes as corrected. The motion passed with all in favor. ASPEN VALLEY STREET LIGHTS Cindy Stewart moved, seconded by Tracy Wright to approve the bid of $11,396 to update the Aspen Valley Subdivision street lights. The motion passed with all in favor. SHORT-TERM RENTAL- THE LOFT AT 681 S OAK STREET AJ Johnson visited Planning and Zoning to discuss the requirements for a privacy fence around his short-term rental. His rental is an accessory dwelling unit, with farmland on two sides and his property on the other two sides. The neighbors share a driveway, and they do not want a fence between the properties. AJ presented three options: no fence, a small fence on the north side of his ADU, and fences on both the north and south sides of the ADU. Planning and Zoning recommended that the City Council approve the business license with the fence option that the council selects. The City Council chose the second option and gave him 30 days to build the fence. SHORT-TERM RENTAL - VIHAAM VENTURES, LLC AT 405 W ASPEN VALLEY DRIVE Niley Gajjar stated that the property has a fence, and he will be adding privacy slats. The City Council gave him 30 days to complete the fence. Mike Sarles, seconded by Tracy Wright, moved to approve the business license for Vihaam Ventures, LLC at 405 W Aspen Valley Drive, allowing 30 days for the privacy fence to be completed and the license to be issued when the privacy fence is completed. DEPARTMENT REPORTS National Day of Service - The youth will be painting the boards for the tables on July 28th. August 1st will be the day of service to assemble the tables. Animal Control Facility - The Mayor and City Manager will look at the site for the animal control facility, so plans may be finalized. Fire - Food was donated to the senior citizen center from the France Canyon Fire. Library - The Panguitch City Library received a technology grant. America's 250th - Council Member Mike Sarles would like to see the fireworks budget increased for next year's celebration of America's 250th birthday. Social Hall - The bid with the added cameras came in lower than originally planned. The system will be installed in 3-5 weeks. Sewer Lagoons - Sunrise Engineering will transfer everything from lagoon one to lagoon two to monitor lagoon one for 30 days. STR fencing - The council discussed amending the STR ordinance to clarify the fencing requirements. They also considered changing the number of units permitted in commercial areas before it would be classified as a motel or hotel. P&Z Members - The Planning and Zoning Committee needs more members. Landfill - Many calls and complaints have been received saying that the landfill isn't open during the hours it's advertised to be open. Marilyn Bulkley Memorial Park - A group of kids camped in the Marilyn Bulkley Memorial Park and left a mess. Officers were able to find them and have them clean up the mess they left.
