PUBLIC NOTICE is hereby given that the Board of Commissioners of Weber County, Utah will hold a regular commission meeting in the Commission Chambers at 2380 Washington Blvd., Ogden, Utah, on Tuesday, August 12, 2025, commencing at 10:00 a.m. The agenda for the meeting consists of the following: A. Welcome- Commissioner Bolos B. Pledge of Allegiance - C. Invocation/Moment of Silence - Craig Brandt D. Commissioner Comments- E. Agenda Related Public Comments- (Comments will be taken for items listed on the agenda- please limit comments to 3 minutes) F. Consent Items- 1. Request for approval of purchase orders in the amount of $101,889.81. 2. Request for approval of warrants #105657-105718 and #492380-492470 in the amount of $648,992.36. 3. Summary of warrants and purchase orders. 4. Request for approval of minutes for the meeting held on June 24, 2025. 5. Request for approval of ACH payment to Zions Bank in the amount of $309,713.39. 6. Request for approval of a purchase agreement by and between Weber County and Jay M. North LLC- Series 2 for an easement to facilitate project improvements along the road to Causey. 7. Request for approval of a purchase agreement by and between Weber County and Feeny Family L.C. for an easement to facilitate project improvements along the road to Causey Reservoir. G. Action Items- 1. Request for approval of a resolution of the County Commissioners of Weber County appointing a trustee to the Board of the Ogden Valley Recreation/Transmission Special Service District. Presenter: Stacy Skeen 2. Request for approval of an Ordinance of the County Commissioners of Weber County to change the name of a private road within unincorporated areas of Weber County. Request for approval of a resolution of the County Commissioners of Weber County approving a second amendment to the Governing document of Promontory Commerce Center Public Infrastructure District NOS. 1, 2, and 3 to amend the annexation area of the districts: and related matters. Presenter: Stephanie Russell 4. Request for approval of a contract by and between Weber County and TGE Inc., d/b/a/ Gardner Engineering for the 2550 South Roadway Design Project. Presenter: Ashley Thoman 5. Request for approval of a contract by and between Weber County and Scales Unlimited Inc. for installation of General Waste (MBI) outbound ramp at the Weber County Transfer Station. Presenter: Bill Ross 6. Request for approval of a contract by and between Weber County and Grant Morrison for Indigent Defense in specialty cases. Presenter: Jim Retallick 7. Request for approval of a contract by and between Weber County and the State of Utah Indigent Defense Commission to operate indigent defense for Weber County District and Juvenile Courts and the regional forensic social worker office within the public defense office. Request for approval of a Memorandum of Agreement by and between Weber County and the State of Utah Indigent Defense Commission to provide Title IV-E federal funding for allowable administrative costs for attorneys to provide legal representation to parents of children who are candidates for Title IV-E foster care or Title IV-E eligible foster care. Presenter: Jim Retallick H. Public Hearings- 1. Request for a motion to adjourn public meeting and convene public hearings. 2. Public hearing regarding a proposed ordinance and development agreement. The ordinance will create a new zone district called the Traditional Neighborhood (TN) Zone, and will rezone approximately 550 acres of property located within the area bounded by 12th Street, 4700 West, and the Weber River. The associated development agreement is related to a request for approval of the Bennet development (formerly Gibson Farms), a master planned development comprising the same 550 acres. The TN zone will allow a variety of uses within a master planned development, guided by a concept plan and design standards, including single-family residential, mixed residential, and mixed neighborhood commercial. Presenter: Charlie Ewert 3. Public Comments- (Please limit comments to 3 minutes). 4. Request for a motion to adjourn public hearings and reconvene public meeting. 5. Action on public hearings- Request for approval of an ordinance of the County Commissioners of Weber County amending the Weber County Code to create the Traditional Neighborhood (TN) Zone and amending the Weber County Zoning Map to rezone approximately 550 acres known as the Bennet Master Planned Development from the A-1, A-2 and R3 Zones to New TN-Bennet Zone and adopting a master planned development agreement for the same.
