Planning and Zoning Minutes
July 7, 2025, at 5:00 pm
The Panguitch Planning and Zoning meeting was held at the Panguitch City Office at 25 S 200 E. Those in attendance were City Manager Mat Houston, City Recorder Tyrissa Howell, Committee Chair Chad Veater, and committee members Jon Torgerson, Clint Albrecht, and Tracy Wright.
Others in attendance were AJ Johnson and Nilay Gajjar.
Adoption of the Agenda
Jon Torgerson moved, seconded by Tracy Wright, to adopt the agenda. The motion passed with all in favor.
Approval of the Minutes
Tracy Wright moved, seconded by Clint Albrecht, to approve the minutes. The motion passed with all in favor.
Short Term Rental - The Loft at 681 Oak Street
Alan Johnson discussed with Planning and Zoning the requirements for the Privacy Fence for short-term rentals. AJ's short-term rental is an accessory dwelling unit, and he is unsure where the fence must be placed. He spoke with his neighbors to the north, who do not want a fence because they share a driveway with AJ. There is also a gate on the north side leading to a neighboring field that would be blocked by a fence. It is 180 feet from the street to the front of the ADU, and 100 feet from the ADU to AJ's main house. AJ presented three fencing options: no fence, a fence on the north side next to the ADU only, or fences on both the north and south sides of the ADU. City Manager Mat Houston stated that the privacy fence has the opposite effect on neighbors if it blocks their driveway. Clint Albrecht would like to recommend a variance, accompanied by a letter from all the surrounding neighbors.
Jon Torgerson moved, seconded by Tracy Wright, to recommend that the City Council consider a variance with a letter from all the surrounding neighbors. Jon Torgerson withdrew the motion.
Jon Torgerson moved, seconded by Tracy Wright, to recommend approval of the business license with the contingency that the council selects the preferred fencing option and receives a letter from all neighboring property owners.
Short Term Rental - Vihaam Ventures, LLC at 405 W Aspen Valley Drive
Nilay Gajjar stated that his property has a chain link fence, and that he will add privacy slats to be in compliance with the ordinance.
Clint Albrecht moved, seconded by Jon Torgerson, to approve the Short Term Rental at 405 W Aspen Valley Drive, contingent on the fence meeting the requirements within the time frame the City Council sets.

Jon Torgerson moved to adjourn at 5:56 pm.
