- Notice is hereby given The Mayor and City Council of Helper City, A Municipal Corporation, will hold a regular meeting On the 7th day of August 2025 at the Council Chambers 19 South Main, Helper, Utah. The meeting shall begin at 6:00 pm. Agenda 1- Call to order. 2- Pledge of Allegiance. 3- Roll call. 4- Public Comment. 5- Approval of the minutes from the July 3rd, 2025, meeting. 6- Official swearing in of Officer Drake Valdiviezo by Honorable Judge Jon Carpenter. 7- Proclamation to make September Suicide Prevention and Awareness Month. - Amanda McIntosh 8- Discussion and possible approval of an ordinance amending the dimensions of permitted markers and stones at the city cemetery. 9- Discussion and possible approval of trash collection contract with City Sanitation. 10- Discussion and possible approval of pay increase for the fire department. 11- Discussion of RFQs received for the Master Transportation Plan. 12- ORDINANCE NO. 2025-002. Consideration and possible approval of an Ordinance enacting the re-authorization of a City Option Botanical, Cultural, Recreational, and Zoological Tax ('ZAP') by the Governing Body of Helper City, Carbon County, Utah ('City') Approving the Limited Sales and Tax or Zap Tax in the Amount of One-Tenth of One Percent (0.01%) on all Applicable Transactions Within the City; Providing for the Uses of Said Tax, Period of Time for Which the Tax Will be Imposed; and Related Matters. Reports only from Council Members and Department Heads. Closed session. Adjournment: The public is invited to submit questions or comments 24 hours before the meeting on agenda items only by calling (435) 472-5391 or emailing recorder@helpercity.gov. I, Traci Bishop, Helper City Recorder, do hereby certify the above notice and agenda was posted on the 5th day of August, 2025, at City Hall, helpercity.gov, and the Utah Public Notice Website. The agenda was provided to the media at least 24 hours before such a meeting.
