Summary
The South Davis Fire District committee meeting covered several key financial and operational
matters. The committee approved budget adjustments for FY25-26, including ordering an
ambulance and brush truck, while noting insurance cost reductions that decreased the general
fund balance from $1.2 million to $1,089,000. The district received a significant bond rating
upgrade from A- to AA-, reflecting strong financial management. The committee approved a
health insurance opt-out policy offering $175 per pay period per dependent (up to three), though
the stipend amount will be reviewed separately. House Bill 48 implementation was discussed,
requiring municipalities to update Wildland Urban Interface Maps and adopt the 2006 code by
2026. The committee also reviewed plans for a new fire training facility on approximately three
acres of land to be donated by HF Sinclair, with environmental assessments completed and
showing no issues.

Mr. Leetham made a motion to approve the April minutes; Mr. Huffman seconded the motion.

Budget and Financial Updates
- Final quotes received for workers compensation insurance resulted in a decrease from
$336,000 to $236,000, comparable to the current year's $229,668. 0:02:16
- Liability and property insurance quotes came in lower than initially budgeted, decreasing
from $354,000 to $321,000. 0:02:35
- To balance the general fund with these insurance savings, the fund balance was reduced
from $1.2 million to $1,089,000. 0:02:39
- The workers comp decrease occurred because the insurance provider (Benchmark 7710)
initially planned a $100,000 increase due to potential cancer claims, but was convinced to
maintain rates until actual claim data exists. 0:03:10
- S&P rating agency initiated a bond rating review (first update since 2015) and upgraded
the district's rating from A- to AA-. 0:05:52
- The improved rating doesn't affect current bonds unless refinanced, but provides better
terms for future bonding opportunities. 0:06:42
Vehicle and Equipment Purchases
- The capital improvement plan for FY25-26 includes an ambulance and a brush truck that
need to be ordered now, though payment isn't required until delivery (at least a year out).

- The department received approval to purchase two additional E-bikes to add to their fleet
(bringing total to four), currently being built. These bikes are used for special events,
parades, festivals, and trail system responses. 0:45:09
- The driving force behind expanding the fleet is the implementation of downhill sections
or one-way sections on fast track trails, which create access challenges for emergency
responders going against traffic flow. 0:45:30
- The E-bikes were used six times last year on trail systems, primarily in Mueller Park and
North Canyon. Despite high trail usage, the number of emergency responses has been
surprisingly low. 0:47:36
- The district received just over $10,000 from the state per capita EMS grant to support
emergency response on bike and hiking trail systems on the east side of all response

Health Insurance Opt-Out Policy
- The committee discussed ensuring employees have adequate coverage if they choose to
opt out of the district's health insurance plan and take the stipend instead. 0:30:20
- The proposed stipend amount is $175 per pay period per dependent (up to a maximum of
three dependents), which equates to approximately 50% of the premium costs
($1975/month). This would result in $76,000 in anticipated savings for the district.

- The committee discussed when employees can opt out of insurance coverage. Staff
confirmed that employees can opt out mid-year if they experience a qualifying life event,
such as a spouse's open enrollment period occurring at a different time. 0:39:21
- Some committee members expressed concern about the stipend amount and requested to
see the data from other agencies before making a final recommendation on the amount.
The committee agreed to approve the policy but review the stipend amount separately.

Wildland Urban Interface Code Implementation
- House Bill 48 primarily affects counties but requires municipalities to update Wildland
Urban Interface Maps and adopt the 2006 Utah Wildland Urban Interface Code by 2026.

- Chief Fessler is already working with the state to develop maps for the entire district,
which will be presented to councils for adoption. 0:09:04
- Counties face additional requirements including wildland urban interface assessments
and collecting state-imposed fees to offset operating costs. 0:09:30
- Chief Fessler explained that the state's structure exposure score map shows areas where
ember cast from wildfires could create chain fire events through neighborhoods. This
differs from the wildfire potential map, which shows where fires might originate. 0:15:45
- The new wildfire risk data is mandated for use by insurance companies through recent
legislation. Insurers must justify rate increases over a certain percentage or policy
cancellations based on this official mapping data. 0:26:04
Training Facility Development Project
- The training facility project discussion began in 2011. After several location changes, the
current proposed site is at 1070 West 500 South (behind Flanders concrete building),
which received preliminary approval from Woods Cross Planning in October 2023.

- H.F. Sinclair has provided a contribution agreement to donate the property. Phase one
and phase two environmental site assessments have been completed by RMEC, with
results showing no regulatory threshold exceedances. 0:56:11
- The proposed donation consists of approximately three acres across two parcels. The
property borders West Bountiful, potentially involving multiple cities in development
aspects like water and sewer. 0:57:55
- The facility would support county mutual aid training with neighboring departments and
serve as a training location for Hazmat, Tech Rescue, and SWAT. 0:59:27
- The proposed facility includes a training tower, residential and commercial burn props,
industrial fire area, tech rescue spaces, classrooms, offices, kitchen, showers, gear
laundering, and storage. This plan has been tentatively approved by Woods Cross

- HF Sinclair has committed to donating the land plus an initial $250,000 contribution,
with other refineries also agreeing to provide financial support for the project. 1:07:30
- Committee members emphasized the need for ongoing financial participation from
refineries for maintenance and upkeep if they will be regular users, noting that initial
donations shouldn't grant unlimited access. 1:08:34

Personnel Updates
- Interviews for the data analyst/accountant position were conducted on Wednesday with
Mr. Haderlie's assistance. A candidate has been selected, offered the position, and

- The candidate's identity cannot be disclosed yet as they haven't informed their current
employer. The department is looking forward to the opportunities this position will bring.

We are already midpoint on the new Engine 83. Delivery is expected at the end of next month.
We conducted our annual Leadership Summit last week, with great attendance and feedback.
