1. CALL MEETING TO ORDER. Planning and Zoning Vice Chairman Klansey Bateman called the meeting to order at 5:31 p.m. 2. ROLL CALL Vice Chairman Klansey Bateman(phone) Commissioner Steve Wallace Commissioner Vrayen Soriano Commissioner Michael Connin Commissioner Randy Croasmun (phone) City Council Liaison Radine Murphy City Treasurer Sasha Palafox City Clerk Liliana Soriano 1. PLEDGE OF ALLEGIANCE. Pledge of Allegiance was led by Planning Commissioner Vrayen Soriano 2. APPROVE OR DISAPPROVE THE APPOINTMENT OF THE NEW CHAIRMAN DECISION. Motion made by Planning Commissioner Vrayen Soriano to table item #4 till the next meeting for an in-person decision with Vice Chairman Klansey Bateman. 3. APPROVE OR AMEND PLANNING AND ZONING MEETING MINUTES OF FEBRUARY 19TH, 2025 DECISION. Motion made by Vice Chairman Klansey Bateman, seconded by Planning Commissioner Steve Wallace, to Approve Planning and Zoning Meeting Minutes of February 19th, 2025. All in favor, Motion passed. 4. CITY LIASION RADINE MURPHY UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. City Liaison Radine Murphy updated Planning and Zoning that surveying has been approved for the future pavement of Moriah. Planning Commissioner Michael Connin asked Radine if the City Council plans to have trailers moved or fencing at the end of Moriah Street due to the narrow exit and entrance way to the road. Radine stated only updates she had for today were that the surveying is in action and hopes we can get it done before wintertime. 5. VICE CHAIRPERSON KLANSEY BATEMAN UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. None. 6. APPROVE OR DISAPPROVE ERUIN ESPINOZA NEW CONSTRUCTION ON PARCEL 13-094-0-0004 135 E ARIA COURT WENDOVER UTAH 84083. Ervin Espinoza presented himself in front of the Planning and Zoning Commission for approval placement of a manufactured home at 135 E Aria Court. Ervin stated that all plans were ready for review, and he had talked to the city about the placement of utilities. Planning Commissioner Vrayen Soriano stated at one point he thought the city had an Ordinance regarding the placement of manufactured homes in that area. Vrayen stated his concern was that he didn't want it to look like a trailer park area. Ervin gave a proof sheet through Utah State Laws stating that a manufactured home placed on a permanent foundation is still categorized as a house, even if it isn't stick-built built it is placed on a permanent foundation. Planning Commission Michael Connin asked if all plans were approved with setbacks in the Wendover City Land Use Book. Ervin responded that he was following all the rules in the Wendover City Land Use Book, and he wanted to answer all questions that may arise. He informed the planning and zoning board that he is not trying to place a trailer to make the other homes in that area devalue, he plans to beautify it as much as possible. Planning and Zoning Commissioner Michael Connin, seconded by Planning and Zoning Vice Chairman Klansey Bateman, to Approve Ervin Espinoza's plans of placement of manufactured home and utilities on parcel 13-094-0-0004 135 E Aria Court, Wendover, UT 84083. All in favor, Motion passed. 7. APPROVE OR DISAPPROVE NEW BUSINESSES A) AMERICAN BEST VALUE INN WENDOVER-GURDEEP SINGH B) DEBANHIS NAIL SALON-ANAVEL SAUCEDO Motion made by Planning and Zoning Commissioner Vrayen Soriano, seconded by Planning and Zoning Commissioner Michael Connin, to Approve New Business: A) AMERICAN BEST VALUE INN, WENDOVER-GURDEEP SINGH B) DEBANHIS NAIL SALON-ANAVEL SAUCEDO. All in favor, Motion passed. 8. COMMENTS FROM THE AUDIENCE. Ervin Espinoza thanked Planning and Zoning Commissioners for their time and help in his project. 9. UNFINISHED BUSINESS. None. 10. NEW BUSINESS. None. 11. NEXT SCHEDULED PLANNING AND ZONING MEETING: TO BE HELD ON WEDNESDAY, MAY 21ST, 2025, AT 5:30 P.M. 12. ADJOURNMENT. Planning and Zoning Commissioner Michael Connin, seconded by Vice Chairman Klansey Bateman, to adjourn the meeting at 6:02 pm
