Agenda Item #1 Pledge of Allegiance, Roll Call, and Approval of Prior Meeting Minutes
At 6:00 pm, Mayor Clark opened the meeting stating that everyone was present.
Motion: Councilmember Thayn made a motion to approve the meeting minutes from June 25, 2025. Councilmember Hascall seconded the motion; followed by Councilmember Juber, Councilmember Zauss and Councilmember Monson.
Agenda Item #2 Public Comment Period
Eric Cloward raised concern about speeding and unsafe driving near the post office, which Mayor Clark addressed by mentioning ongoing work with the UDOT to address the issue.
Ed Erickson raised a question about wages for cemetery workers, the city recorder explained were previously funded at 80% from the water fund and 20% from the sewer fund but now allocated based off the time spent in each department and the budget should reflect that.
Joni Boren discussed the status of local ordinances, noting that while many have been updated since 1939, some still use outdated pricing scales. Mayor Clark clarified that the current compliance officers, including Chief Tom and Officer Lane, can issue tickets that will stand in court, and they have been giving warnings to property owners to clean up neglected properties. He also mentioned ongoing efforts to adopt new ordinances that would allow the city to clean and bill properties that are not maintained, like what Huntington and Farron have implemented.
Boren also expressed concerns about the city's slow progress on updating ordinances and emphasized the need to address safety hazards, such as overgrown bushes obstructing visibility at intersections. She suggested gathering information from other municipalities to refine local ordinances. Councilmember Hascall proposed forming a committee to brainstorm ideas for beautifying Main Street. Boren acknowledged the new council's efforts to move forward.
Agenda Item #3 On Call Pay
The council discussed compensation for on-call staff, agreeing to start paying $50 per day for on-call time as a minimum,
with the possibility of increasing this amount later.
Motion: Councilmember Thayn made a motion to approve $50.00 a day for on-call time. Councilmember Zauss seconded the motion; followed by Councilmember Juber, Councilmember Monson and Councilmember Hascall.
Agenda Item #4 Sick/Vacation Payout
This topic has been tabled to allow time to clarify which policy governs sick time payout, as there are two different
versions with conflicting information.

Agenda Item #5 Wayfind Sign/Park Kiosk
The group decided to move forward by securing two kiosks for the park and wayfinding signs, with an estimated cost of $1,500 for each kiosk. 40% of the cost would be the city's portion with 60% being covered by the Carbon County Tourism department. The locations still need to be determined but one at the park and another at the pond were locations that the group seemed to agree upon.
Motion: Councilmember Zauss made a motion to secure two kiosks. Councilmember Thayn seconded the motion; followed by Councilmember Juber, Councilmember Monson and Councilmember Hascall.

Agenda Item #8 Councilmember Reports
Councilman Thayn stated that Price City is working to get approval with the county for a .5% sales tax to have it help fund the Price City law enforcements wages.
Councilman Monson recognized all the work Jennifer Clark and Ashley Yakovich have put in. He also discussed prize money options for the cornhole tournament.
Councilman Zauss stated that the mobile building has had all the walls framed and is just waiting on electrical. He also let the council know he has been scavenging the current building for bits and pieces to help save money where he can.
Councilmember Hascall mentioned that work is still coming along with the celebration and that most of the donations have been collected and there are just a couple of businesses she needs to connect with. She also took the time to thank Wyatt Hansen who was in attendance for Jones and DeMille's donation. Mayor Clark reminded that there will be a movie in the park and the movie showing is Rigoletto.

There was not any unfinished business to discuss.

Agenda Item #10 Possible Closed Session to Discuss the Character, Professional Competence, or Physical or Mental Health of an Individual.
Motion: Councilmember Zauss made a motion to move into a closed session at 7:09 PM. Councilmember Thayn seconded the motion; followed by Councilmember Juber, Councilmember Monson and Councilmember Hascall.
Councilmember Monson made a motion to exit the closed session at 8:20 PM. Councilmember Zauss seconded the motion; followed by Councilmember Juber, Councilmember Thayn and Councilmember Hascall.

Motion: Councilmember Monson made a motion to adjourn. Councilmember Hascall seconded the motion; followed by Councilmember Zauss, Councilmember Thayn and Councilmember Juber.
