(Rough Draft) Minutes of Regular Town Board Meeting Held July 17, 2025 The meeting was held at the Oak City Town Hall beginning at 7:30 p.m. in the Conference Room The following were in attendance: TOWN OFFICIALS Mayor Shim Callister Council Member Dave Steele Council Member Tom Nielson Council Member Copeland Anderson Council Member Jared Rawlinson Outgoing Town Recorder Angie Dewsnup Town Clerk Karen K. Lovell OTHERS Julie McLaws The following agenda items were considered: A. Invocation. The invocation was given by Dave. B. Adopt Agenda. Tom moved, seconded by Dave, to adopt the Agenda as written. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Tom-Aye. Jared-Aye. Copeland-Aye. C. Adopt Minutes of Oak City Town Board Regular Meeting held June 19, 2025. A typo was found in the Minutes. Dave moved, second by Copeland, to adopt the Minutes as amended. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Copeland-Aye. Tom-Aye. Jared-Aye. D. Oak City Days Update-Julie McLaws. Everything is going smoothly. Should have no Venmo problem this year as Commercial Business Radio will put up a hot spot at the Hall for the two days. Still looking at who will do the hotdog/hamburger social or might end up doing food trucks or cancelling this. Julie and the Council discussed who would do certain responsibilities. E. Update and Adopt Public Entity Resolution for PTIF (Utah Public Treasurers' Investment Fund), Resolution 2025-04. This adds Alyssa Nielson as the Town Recorder. Jared moved, second by Tom, to adopt the Resolution. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Copeland-Aye. Tom-Aye. Jared-Aye. Karen signed the Resolution into effect at this time. (Rough Draft) F. Discuss the Possibility of Implementing Electronic Meter Reading for Water and Power-Shim Callister. The Mayor talked to Ben Nielson, Oak City Town Public Works Specialist, who had talked to Frank of Sholtzens. They were talking about the costs of setting up automatic water metering which will be a $11,000 set up fee and about $3,000 a year. The Mayor doesn't think it would be effective to lock the water and power together as water would be a lot less than power. As power would be about $42,000 upfront and $92.00 for a lid lock kit. This is all part of the $230,000 total. Dave stated that it would be about $12,000 for the interface. Peloris software would be a cost also. Beaver is doing this program. Beaver tried to do both water and power together and it took them five years to get it going and then it didn't work very well. Jared thought it would be good to leave the water where you had a human meter reader which give someone in town some income. Dave stated that the power market is going to push towns into automatic metering probably with the next year. Can do separately from the water if desired though. Now is the time to look into this if going to consider it. Utah Associated Municipal Power Systems (UAMPS) has not discussed this any further since last month. Tom suggested looking into this in greater detail before deciding. Dave felt like UAMPS would want to know within the next two months if the Town wanted to go with it. Will discuss this further next month. G. Discuss Town of Oak City's Current Consolidated Fee Schedule, including Utility Fees (Water and Power Rates) and Possibly Adopt Necessary Adjustments, Resolution 2025-03. The Mayor passed out copies to the Council Members. He explained that the Council usually goes over this about every year and make adjustments. The Council went through the resolution quickly. When the last Resolution was adopted, it was suggested doing a 3% increase on water annually. This will be done. Went through and decided on where to place each rate for water and power and other items and the reasoning behind the rates. Tom suggested putting in a price for the sale of bulk water with the stipulation that it be paid at the time of delivery so it would not have to be billed. Dave moved, seconded by Jared, to update the Consolidated Fee Schedule, as discussed, by Adopting Resolution 2025-03. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Jared-Aye. Copeland-Aye. Tom-Aye. H. Update Exhibit A, Section 2: Role of Council and Other Officers in Standards and Rules of Order of The Oak City Town Council-Shim Callister. The Mayor passed out copies of the new proposed Treasurers Section of the Standards and Rules of Order. He went through it with the Council. The Council felt it was okay as he had written it. I. Public Comment. There was no public comment. J. Monthly Financial Report. The Financial Report was Read and Approved by Board Action. Angie has been training Alyssa on the financial report so it is not totally done but she is doing very well. Angie will get a final copy of the Financial Report to Shim ASAP. Angie reminded everyone that the Truth in Taxation public hearing will be Thursday August 14th at 7 p.m. and needs to be live streamed, probably by Zoom. (Rough Draft) Angie will put together a presentation on this as it needs to be detailed in the information that needs to be presented at that hearing. A notice needs to be mailed 10 days in advance of the meeting so Angie will make sure this happens. K. Departmental Reports. Jared Rawlinson. Got the bid for repairing the sidewalks from Precision Concrete. It was pretty high, about $17,000. Could just do one or two sidewalks at a time. Maybe do Main Street this year and do some more next year. Ben and Jared are looking at getting some foam and building up certain sidewalks themselves. They won't do ones that have over a three-inch offset. Going to have to send the project out for bids and go from there. Going to be meeting with McQuain Famer of Jones and DeMille coming tomorrow to look at the roads. The Mayor talked to Mayor Niles of Delta about road chipping. He suggested getting a Master Road Plan set up as then you can try for grants to do the chip sealing. Copeland Anderson. Ben is going to try to get the swamp cooler in up at the Hall. The Mayor suggested replacing the black curtains on the Hall Stage. Could possibly sell the old Town Hall chairs by advertising them on Oak City Days. Tom Nielson. Ben thought there was a leak at Kooyman's so they looked. It was dry but could be leaking from a pond in the area. Will continue looking. There is a leak on the Canyon Road. Juan Lopez called to say his water wasn't turning off. Ben checked it and found it was okay. The Forest Service called and said cattlemen are going to put in new troughs and floats up the Canyon. Should be a big improvement. They are going to call when they do it and Tom will go up with them. Dave Steele. Outages: 07-02 Brief system outage on Rocky Mountain Power line due to weather. 07-03 7:05 a.m. Brief system outage on Rocky Mount Power line due to weather. Operations and Actions: (Rough Draft) 1. Unknown June date. Dixie Power installed underground service to the Kaige Western house. Meter and service not activated, pending approval by County Inspector. 2. 06-30. Seth McLaws reported a problem with meter and voltages at 110 S. 100 W. 3. 07-01. Dixie Power inspected and adjusted metering at 110 S. 100 W. 4. 07-01. Chris Prince reported problems with fluctuating power on his house service. He agreed to have Dixie Power inspect at a later date. 5. 07-05. Mayor Callister reported he called Dixie Power to investigate and repair intermittent voltage issues at Eloise Ragsdale home. 6. 07-08. Chance Adams reported a damaged primary conductor on the distribution line to his home. Dixie Power was consulted and repair deferred until next day. 7. 08-09. Dixie Power repaired the primary conductor at Chance Adams home and inspected the Chris Prince Service. 8. On the May 2025 UAMPS billing, Oak City had net energy delivery of 246,086 KWH. Total cost/KWH was $0.06948. The total bill was $17,096.98. Purchase price was below operating margin, so no Power Cost Adjustment was ordered for the June billing. Meetings Attended: 5/16 Attended UAMPS Monthly Project and Board Meeting by Zoom. The Mayor wondered if there had been any headway on Jon Finlinson's leaking transformer. Dave said that nothing had been done on this yet. Dixie won't do the work but the Town could subcontract it if necessary. Dave told Jon he would like him to subcontract instead of having Dave do that which would necessitate putting it out for bids. L. Adjournment. There were no miscellaneous items. M. Adjournment.
