Minutes of Town Board Public Hearings and Regular Meeting Held June 19, 2025 The meetings were held at the Oak City Town Hall in the Conference Room beginning at 7:30 p.m. The following were in attendance: TOWN OFFICIALS OTHERS Mayor Shim Callister Kirt Dutson Council Member Dave Steele Council Member Jared Rawlinson-Absent Council Member Tom Nielson Council Member Copeland Anderson Town Clerk Karen K. Lovell Outgoing Recorder Angie Duston Incoming Recorder Alyssa Nielson An invocation was given by Copeland. The Purpose of the First Public Hearing was to take public comment on the 2024-2025 Town of Oak City Budget and prepare it to be Opened, Amended, and Adopted during the Regular Town Board Meeting following the two Public Hearings. There was no public in attendance. The Mayor adjourned the meeting at 7:38 p.m. The Second Public Hearing began at 7:39 p.m. The same parties were in attendance. The purpose for this Public Hearing was to take public comment on the Proposed 2025-2026 Town of Oak City budget and prepare it for consideration of Adoption during the Regular Town Board Meeting following the two Public Hearings. There was no public in attendance. The Mayor adjourned this meeting at 7:41 The Regular Town Board Meeting began at 7:42 p.m. The same parties were in attendance. The following agenda items were considered: A. Adopt Agenda. Copeland moved, seconded by Dave, to adopt the Agenda as written. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Tom-Aye. Jared-Absent. Copeland-Aye. B. Adopt Minutes of Town Board Regular Meeting held May 15, 2025. Dave moved, seconded by Tom, to adopt the Minutes as written. Roll Call Vote: Mayor Callister- Aye. Copeland-Aye. Dave-Aye. Tom-Aye. Jared-Absent. C. Open, Amend, and Adopt the 2024-2025 Town of Oak City Budget. Angie went through the Budget quickly as to what had been updated. Copeland moved, seconded by Tom, to adopt the 2024-2025 Budget as Opened and Amended. Roll Call Vote: Mayor Callister-Aye. Copeland-Aye. Dave-Aye. Tom-Aye. Jared-Absent. D. Adopt Town of Oak City 2025-2026 Budget, Resolution 2025-02. Angie quickly went through this Budget. She discussed several issues in detail, including if the Town wants to do a tax rate increase. The Council did want to do a tax rate increase and discussed how much it should be. Tom moved, seconded by Dave, to adopt the Town of Oak City 2025-2026 Budget, which will include a tax rate increase, by adopting Resolution 2025-02. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Tom-Aye. Jared-Absent. Copeland-Aye. E. Discuss Making Changes to Town of Oak City's Consolidated Fee Schedule, Including Water and Power Review. Resolution 2025-03. Dave pointed out that raising the power rate should be fairly simple. Basically, he feels the customer charge should go from $6.00 to $8.00 or maybe $8.50. Prior to the meeting, he had asked Utah Associated Municipal Power Systems (UAMPS) for more paperwork and information on a proposed automatic meter reading system for power but he has not received it yet. The Town needs to raise rates no matter what but especially if the Town were to go with automated water and power meters. The total cost of converting the power and water meters to automated meters throughout Town, if the Town were to join in the Utah Associated Municipal Power Systems Project, would be about $230,000 which would not include installation. There would be an annual cost of about $21,000 to administer the Project. UAMPS would be setting up the proposed Project and would maintain it. Oak City is not obligated to participate in this Project. UAMPS is willing to come to a Town Board Meeting and go through the Project details with the Council. The Mayor felt that new meters would raise revenue because the new meters would be more accurate but as Tom mentioned, the Town will be replacing meters anyway as needed. Tom was wondering if the system might end up having issues as many automatic reading systems tend to do, also would the cost of the maintenance be worth it? Dave stated that this System would help to keep the water and power usage tracked as the Town will be forced to start tracking this soon whether the Town goes with this Project or not. One advantage of the Project would be that the initial costs would be amortised over a three-year period. The town has about 311 power meters and over 300 hundred water meters so the cost of the new Project would be about $2.70 per month for each power or water meter to be read to go with the UAMPS Program and cover the yearly maintenance fee of $21,000. The current power rate is .09 cents with .07 cents charged for higher water usage. Dave is recommending an increase to .11 cents. F. Public Comment. There was no public comment except that DeAnn Steele had come to the meeting to deliver something to Dave Steele. While she was there, the Mayor asked for her opinion on how much of a tax increase she felt she could deal with as a property owner in Town. She stated that, of course, no one wants to pay more taxes but as a past Oak City Town Treasurer, she realized how much money is needed for Oak City to simply keep each department funded. She said that she would be willing to pay extra taxes to keep things funded for the Town. G. Monthly Financial Report. Angie passed out copies of the Report and went through it quickly. The Financial Report was Read and Approved by Board Action. The Mayor will contact two of the delinquent accounts owners to work out payment arrangements. H. Departmental Reports. Copeland Anderson. Putting new asphalt shingles on the Town Hall. Jared Rawlinson. Jared was not in attendance but had left a report with the Mayor. Got a bid from Precision Concrete for sidewalk repairs or replacement. The bid was $17,750.00 but the Mayor wasn't sure how many sidewalks were included in that bid. Even if the bid was for the entire Town, that was a high bid. Jared had not been able to get a bid for chip sealing roads yet so the Mayor talked to Pam, of Westside Grading, but found they can't even do it for their own work because the distributor truck, which sprays the tar onto the road, is not available this summer. Maybe there is a possibility that no one would be able to do it this year if distributor trucks are not available. The Mayor talked to Sunrise Engineering to see if they could assess the Town's roads and they do have the ability to do so. They have a program they could set up as far as which roads need to be done first, which are newer. Could take this information and put it on a road map. The Mayor passed this on to Jared. Tom wondered if could just have the road sealed and not chipped but the Mayor thought that the sealant was what was not available but found out that the distributor truck, that is not available, is used for sealant application. Tom Nielson. Had a lady call that wants to buy water from the Town. Tom told her to check into exactly what she needs and get back with him. Tom wondered what the town's requirements were on water purchase or if the Town needs to set up some rules/regulations on this. Talked to Ben Nielson, Oak City Town Public Works Specialist, on the water situation. Right now, only running Cold Water Spring and not using Dry Creek. Can start doing some aquifer recharge now even without the aquifer recharge equipment controls being set up yet. Would like to look at where the Town water level is now in order to compare to how it does once the aquifer recharge is totally connected. Had some comment about the sprinkling system at the Cemetery. The Mayor said he is planning on helping Tom and Ben with this once he is retired from IPP or before if time permits. The Memorial Day Program was great and the Veteran's Memorial is absolutely beautiful. Had many positive comments on it. Traci Callister and the others involved deserve a big thank you for their efforts. Dave Steele. Outages: 06-05 Brief system outage due to emergency work at substation, see description below: Operations and Actions: 1. 06-04. Spoke with Dixie Power substation technician. He reported a neutral bushing failure on the A-phase voltage regulator. This may be the cause of one of the brief system outages reported on 5-25. Dixie Power was already working on finding a replacement unit. 2. 06-05. Dixie Power bypassed and removed the damaged A-phase voltage regulator and installed a spare unit. Dixie recommends and is investigating costs for additional backup units. Damaged unit to be sent for refurbishment. Existing units should also be considered for refurbishment. Also discussed needed substation improvements. 3. Submitted to UAMPS a Notice of Change in Excess Entitlement Share for the Winter 2025-26 Season for Intermountain Power Plant (IPP) call-back power. Reduced to 25 kW, per UAMPS recommendation regarding expected load and market conditions. 4. On April 2025 UAMPS billing, Oak City had net energy delivery of 242,701 KWH. Total cost/KWH was $0.07644. The total bill was $18,582.58. Purchase price was above required operating margin, so a Power Cost Adjustment of $0.00644 was ordered for the May billing. Meeting Attended: 05/19 Attended IPA Board and Coordinating Committee Meetings at IPP site, Delta. 06/02 Attended UAMPS Advanced Metering Infrastructure (AMI) Meeting (TEAMS Meeting) 06/17-18 Attended UAMPS Monthly Project and Board Meetings in Salt Lake City. UAMPS is proposing an All Services Project but the details aren't worked out but could end up being very helpful to the Town as they would do all the upfront work on recommended projects and the town would just sign on. This all comes about because of the Extended Day Ahead Market program (EDAM) which would require the Towns to do a lot more monitoring on their power systems. It would end up taking away some of the town's autonomy and it would make the towns subject to certain costs. They do plan on keeping the costs down as much as possible. Will need to decide if the Town will be doing the AMI soon. Might need to call a special meeting if want UAMPS to come talk to the council on this. Tom suggested getting other quotes on auto metering. Dave will try to have more information on the UAMPS AMI Project to discuss next month. I. Miscellaneous. Karen Lovell. Swore in new Town Recorder Alyssa Nielson. Mayor Callister. The Mayor will help with the sprinkler system at Park and shingles on Bell Tower as soon as his term is up as Mayor or as time permits before and after retirement. Ben and the Mayor hauled the Ford pickup down to the AG Center to get the transmission replaced. If it works good after that, fine, if not, might just want to sell it. Having the back hoe looked at. Stotz separated the oil cooler and radiator and cleaned a lot of debris out from between them that has been causing overheating problems. There is an issue with the oil cooler. Will be getting a bid on this soon. Looking at prices for a used one if necessary. The green truck has had problems with the key switch. It was stuck in the on position. The Mayor and Ben repaired this. The Mayor is working on the ASR SCADA to get it going. There are still a few things that need to be done then Pat Bendall from Fillmore will make the connections. Ben finished the piping to run Dry Creek into the main chlorination water line at the tank yard. In the past, only the Cold Water Spring has been chlorinated in line while the Dry Creek line would be chlorinated when it mixed with Cold Water Spring in the tank. Had the sod cutter looked at. It might need a new motor. New commercial sod cutters are around $8,000. Dave asked what happened to the grant for the pickleball court. The Mayor stated that it failed so will have the current court resurfaced and painted for pickleball and basketball for now. The Town will not use any of the monies the ladies received for the pickleball court so they might be able to continue to look at grants for just a pickleball court. J. Adjournment.
