First Item of Business: Minutes from the June 19, 2025 meeting were presented. No additions or changes were made to the minutes. Ms. Marvidikis made a motion to approve, Mr. Newell seconded the motion. The motion passed. Second Item of Business: Financials for April and May 2025 were presented. Mr. Fallon asked a question regarding the charges in the computer maintenance account. Mrs. Hansen noted these charges are for the new fiscal year portion of the annual MRI Software invoice, which is our housing management software. Mrs. Hansen noted that next calendar year, we will be exploring other options to potentially replace the MRI software due to the numerous system glitches that have been occurring lately and the excessive time spent by employees calling the technical service department for assistance, only to find workarounds rather than solutions. No other questions were asked. Mr. Newell made a motion to approve the financials as presented, Ms. Marvidikis seconded motion. The motion passed. Third Item of Business: Project Updates - Mrs. Hansen explained that PIC error corrections continue by Public Housing and Section 8 Managers. HUD has identified these errors negatively affecting our SEMAP scores and asked for a corrective action plan, Mrs. Hansen explained that in the corrective action plan sent to HUD, it was explained that due to having two new Program Managers, training was needed so they could proceed with getting the errors corrected, some dating back to 2022 and 2023. The HUD PIC coach was able to attend a live call with the Director and Program Managers to provide training and answer questions. HUD accepted this action plan, and PIC errors have been reduced from 167 errors to approximately 120. Considering the complexity of some of the errors and the process of correcting them, this is considered to be very good progress. Mrs. Hansen then went on to provide an update on section 8 shortfall. The Housing Authority received additional funding in June that helped reduce our negative RNP from -$91,000 to approximately -$54,656. She explained this should continue to trend downward. We were projected to be in a shortfall of -$100,000 at the end of the calendar year, which would cause the program to be forced to eliminate vouchers. Since we have been assigned to the HUD shortfall team and an application was submitted in June for additional HAP funds, we are on track to avoid this happening. Mr. Riddle then asked if rent balance write-offs would be presented to the board. Mrs. Hansen explained that yes, eventually we would have some additional rent balance write-offs soon for public housing due to amounts not recoverable because of circumstances such as tenants passing away, the collection agency not being able to collect, etc. Mrs. Hansen then also mentioned the owners of the new low-income housing tax credit project that is being built nearby, contacted her regarding section 8 vouchers. They had previously reached out to the housing Director to find out how to fill some of their units with section 8 vouchers. Mrs. Hansen explained to them our waiting list is currently closed and will remain so until sometime in 2026 and we are not releasing any new vouchers. Also, their rents are a concern because they are over 110% of the fair market rent. They will touch base with us in the near future to see if they can make the fair market rents work with their contracts. Mrs. Hansen went on to explain that she did receive a copy of the appraisal and market analysis for the past proposed LIHTC project from Western States Multifamily to keep on file, but was still waiting on Jones & Demille for the project survey and site drainage & analysis study. Mrs. Hansen also let the board know the office will be closed on Friday, July 25th. A motion to adjourn the meeting was made by Ms. Marvidikis, the motion was seconded by Ms. Symchych. The meeting adjourned at 4:31 PM.
