Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Chaves 3. Statements of Belief/Opening Prayer - Councilman Sands B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from June 18, 2025, City Council Meeting. 2. Review and possible approval of City Expenditures from June 2025. D. CITY DEPARTMENT REPORTS: 1. Ash Creek Special Services District Representative - Mike Chandler 2. Hurricane Valley Fire District Representative - Merlin Spendlove 3. Assistant City Manager - Darrin LeFevre 4. City Manager - Ben Billingsley E. PRESENTATION: 1. SAPP Bros. Travel Center Update 2. FY25 Q4 Budget Update - Ben Billingsley F. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there will be no response by any city official during this time. For specific questions, please contact staff directly. G. BUSINESS: 1. Discussion on Sapp Bros. Parkway Trail Deferment. 2. Discussion and possible action on a Bureau of Land Management Right of Way Acquisition application. 3. Discussion and possible action authorizing the Mayor to execute an MOU increasing ap-proved building permits in Firelight Phase 1 and 2 from 10 to 22. 4. Discussion on City Council's Policy to Reconsider Decisions. 5. Discussion and possible action on Ordinance 2025.XX - An ordinance amending Title 10, Chapter 17 of the Toquerville City Code to establish standards and permitting requirements for temporary land uses. 6. Discussion and possible action on Resolution 2025.XX - A resolution modifying Toquerville City's Consolidated Uniform Fee Schedule to add a fee for temporary land use permits and clarify fees for application and termination of utility services. 7. Discussion and possible action on joining the Utah Local Government IT Leaders Group and participating in the Local Government IT Mutual Aid Agreement. H. CALENDAR OF EVENTS: 1. Pioneer Day Celebration - Thursday, July 24, 2025 at Center Street Park - 7:00 PM. I. CLOSED SESSION: Discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual (if needed). J. ADJOURN: In compliance with the Americans with Disabilities Act, individuals needing special accommodations (including auxiliary communicative aids and services) during this meeting should notify the City Office 435.635.1094, at least 48 hours in advance.
