Public Comments and Questions
We want to hear from you! Public comments and questions will be received within the public comment window. To submit a comment or question, contact the assigned planner via email or leave a voicemail. Your questions will be answered within a week after the comment window has ended.
During and following this comment period, the Planning Division will evaluate the proposal against the applicable zoning standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.

Expiration of Land Use Approvals
This text amendment clarifies when an application approval expires. This applies to:
- Final Plat applications to subdivide land;
- Street dedication plats;
- Conditional Uses;
- Planned Developments: and
- Design Review approvals.
Final Plats & Street Dedication Plats: Final Plats and street dedication plats do not currently have an expiration date. This amendment will require the final plat to be recorded within 18 months of applying and street dedication plats to be recorded within 180 days of city approval. A final plat is the document that shows a map of a subdivision that is recorded with the Salt Lake County Recorders Office. A street dedication plat is used when a property owner or the city is proposing a new street that does not require a final plat.
Confitional Uses, Planned Developments, and Design Reviews: Conditional uses, planned developments, and design reviews currently expire within 12 months of approval unless a building permit is applied for. This amendment adds other actions that when submitted create a right to the approved applications. These actions would include:
- Submitting a building permit.
- Submitting a subdivision application associated with the approval.
- Obtaining a business license (only for conditional uses).
- Finalizing a development agreement between the city and the property owner (only when a development agreement is authorized by Utah State Code or City Ordinance).
This proposal maintains the ability for an applicant to request an extension of one year if the request is submitted before the original approval expires. The proposal also considers situations where a property owner submits a different development proposal than what was approved. When this happens, the original approval would be considered voluntarily abandoned.

Zoning Map Amendment - 2260, 2270, & 2290 E 1300 S
J-Development, LLC property owner representative, is requesting approval of a zoning map amendment petition for the properties at approximately 2260, 2270, and 2290 E 1300 S. The proposal is to rezone the properties from R-1-7000, Single Family Residential to CB, Community Business, zoning district. The subject properties contain existing single-family dwellings. The proposed rezone is intended to allow for a portion of a 30-unit residential development, which includes 10 townhomes and 20 condominiums including 4 affordable units for buyers who meet 80% of the Area Medium Income (AMI).

Parking Dimensions & Off-Street Parking Standards Manual Update
This project proposes changes to Salt Lake City's parking rules, specifically updating the Zoning Code section 21A.44.060 and the Off-Street Parking Standards Manual, to align local regulations with recent state laws (S.B. 181 and H.B. 368) regarding parking for single-family, two-family, and townhome dwellings, while also suggesting changes to tandem parking regulations (21A.44.060.A.16).

Sugar House Hotel - Master Plan Amendment & Zoning Map Amendment at 2111 S 1300 S
Salt Lake City has received the following applications from John Potter (representing the property owner): a Zoning Map Amendment and a Master Plan Amendment. The purpose of this request is to enable the redevelopment of property at 2111 South 1300 East with a hotel. The subject property sits on the northwestern corner of Sugar House Park and is .83 acres in size. The proposed Zoning Map amendment would rezone the property from MU-3 to MU-11. Both MU zones are newly created zoning districts that were adopted by the City Council on July 7, 2025. To support the new zone, the applicant has also proposed to amend the land use within the Sugar House Community Master Plan from Mixed Use Low Intensity to Business District Mixed Use - Town Center Scale.
