Minutes from the Woodruff Town Board meeting held June 17, 2025 at the Town Hall at 5:00 p.m.

Mayor Sabey opened the meeting. Paul Webb came to discuss putting in a new door in the garage part of the town hall. It will be $3000 for a metal door and with materials to frame in the door, the estimate is between $3400-$3600. It would be an 8' x 8' space with two 4' man doors that could both open up at the same time to allow the four wheeler to be pulled in or any other big items. With a south-facing wall, the opinion of Deru's would be to do a metal door instead of a composite door. Vinyl siding can then be added to the space that will be taken in from the big garage door. The board thinks that if the plan is to do the doors then the siding should be done at the same time bringing the total to around $4000 to do all of it. Paul Webb could install it and the town would pay him to do it. The board is going to discuss it more when the whole board is together to make a decision.
Monika Schulthess is going to get more keys made for the snack shack down at the rodeo grounds. There was a request for Paul Webb to plant flowers in front of the town hall. The board thinks that hanging flowers would look good down at the pavilion for the rodeo as well as some 4th of July streamers.
Chris Schulthess has gotten some meters fixed around town. The newer meters are supposed to have a dual check valve on them but the rest of the broken meters don't have the dual check on them. Chris Schulthess thinks that he can take the meter out and put a new meter yolk in that will have a new dual check valve on them. He is hopeful they won't have to dig too much to get down to it to change those out. New meter yolks are about $375. Chris Schulthess thinks there are about 7 or 8 that need the new meters because it keeps the water from flowing back into our system. If the older houses don't have a pressure regulator, it could make their pressure weird but they could be made aware if that happens, Chris can tell them how to fix it. Chris is going to try and get as many as he can get fixed this year. Chandler's water pressure has not been good so Chris is going to get some fittings to take their meter out and hook into it to see if he can figure out where the problem is coming from. He changed their meter but it did not help their problem.
Monika Schulthess made a motion to approve May minutes. Raymond Frandsen seconded the motion. Motion carried unanimously. Seiko Webb made a motion to approve the June bills. Joel Marler seconded the motion. Motion carried unanimously.
Joel Marler is going to park his old truck on Main Street with a sign for our Homecoming Celebration coming up. The board discussed the donations that have been made for the celebration. The roads are being worked on and will hopefully be done by the 4th of July.
The board looked over the FY2026 budget. Seiko Webb made a motion to approve the budget. Monika Schulthess seconded the motion. Motion carried unanimously. We may need to amend the FY2025 and/or FY2026 budget depending on when payments are going to be made to the construction company.
The board agreed to keep the tax rate the same as last year at 0.000478.
The board agreed to donate $150 to the Rich County Jr. Rodeo.
Allie Deru mentioned getting an online payment system. Randolph pays $34.95 per month plus .49 charge per transaction. It costs Randolph around $45 a month. There are around 30 customers who pay online in Randolph. There was a discussion about figuring out how to use it for multiple services that the town uses including donations, business license renewals and building rentals. It is going to be looked further into to decide if it's a good idea for the town or not. The board is wondering if the online payment system could help get more donations for the Homecoming Celebration because it is easier and may be more appealing to people to quickly donate some money.
Monika Schulthess is going to order cups and snow cone syrup for the snow cone shack as well as popcorn from the movie theater. Mayor Sabey is going to talk to Jeff Allred about getting more speakers for the rodeo grounds. The board discussed prices for food at the 4th of July. Double Cheeseburger combo will be $10 and single will be $8. That includes a drink and chips. Mayor Sabey is going to ask people to take tickets to the rodeo. Various 4th of July things were discussed.
Jerry Goodwin was approved for a business license.
The short term rental application needs some changes made to match with what is written in the Town Code. The Town Code says a completed application is needed as well as a site plan drawn up and proof of insurance. That is not included in the application so it will be added. Joel Marler has experience with AirBnB so he is going to look at it and the board will discuss it more at a future date.
Monika Schulthess presented an idea of a mass notification system for emergency purchases for the Town of Woodruff. There is a company called text.gov, it is $1500 a year and includes 10,000 text messages. It is all web-based and you can send messages to anyone who signs up. The citizens can text in to the system if they need something. Joel Marler mentioned getting some feedback from town members to gauge how much interest there is. He also mentioned the idea of a company sponsoring this alerting system for the town. This is going to be added to the agenda next month to discuss further.
