Orangeville City Council Regular Meeting Minutes June 10, 2025 7:00 P.M. Present at said meeting were: Mayor- Shaun Bell, Council Members- Tracy Addley, Kari Alton, Kevin Butler, City Recorder- Amanda Lake, City Treasurer- Dani Tuttle, Zoning Admin.- Seth Manning, Maintenance- Travis Richards Visitors: No Visitors REGULAR SESSION 1. Introduction: made by Mayor Shaun Bell 2. Prayer: Doug Stilson 3. Pledge of Allegiance: led by Mayor Shaun Bell 4. Approval of Bills and Warrants: Motion: made by Kevin Butler Seconded by: Tracy Addley Voting Roll Call: Tracy Addley- Aye, Kari Alton Aye, Doug Stilson- Aye, Meran Kay Aye, Kevin Butler- Aye. Motion passed with 5 affirmative votes. 5. Approval of May 8, 2025 Public Hearing and Regular Session Minutes: Motion: Doug Stilson Seconded by: Kari Alton Motion passed with 5 affirmative votes. 6. Approval of May 27, 2025 Regular Session Minutes: Motion: Tracy Addley Seconded by: Kevin Butler Motion passed with 5 affirmative votes. 7. Public Comments: No Public Comments 8. Approve proposed Resolution 2025-4: A Resolution Approving to Make a Transfer from the Utility Fund to the General Fund to Balance Deficit in the 2025-2026 Budget: City Recorder, Amanda Lake reads Resolution 2025-4. There were no comments and was approved. Motion: made by Kevin Butler Seconded by: Doug Stilson Voting Roll Call: Tracy Addley- Aye, Kari Alton Aye, Doug Stilson- Aye, Meran Kay Aye, Kevin Butler- Aye. Motion passed with 5 affirmative votes. 9. Approve proposed Resolution 2025-5: A Resolution Amending the 2024-2025 General Fund Budget: City Recorder, Amanda Lake reads Resolution 2025-5. Motion passed with 5 affirmative votes. 10. Approve proposed Resolution 2025-6: A Resolution Adopting the 2025-2026 General Fund Budget, Utility Budget, Municipal Building Authority Budget, Capital Project Budget and Perpetual Care for Orangeville City: City recorder, Amanda Lake reads Resolution 2025-6. Motion passed with 5 affirmative votes. 11. Approve proposed Resolution 2025-7: A Resolution Setting the 2025-2026 Certified Tax Rate for Orangeville City: City Recorder, Amanda Lake reads Resolution 2025-7. There were no comments and was passed. Motion: made by Kevin Butler Seconded by: Kari Alton Voting Roll Call: Tracy Addley- Aye, Kari Alton Aye, Doug Stilson- Aye, Meran Kay Aye, Kevin Butler- Aye. Motion passed with 5 affirmative votes. 12. Presentation of the Fraud Risk Assessment: Nathanial Corey presented the Fraud Risk Assessment to the Council. He explains that to get max points for the assessment that a Credit Card policy needs to be in place as well as an IT Security Policy. After signed, the assessment will be signed and sent to the State Auditor's Office. Nathanial states that this is not state code or law but is in the state compliance. The city is in low risk for fraud. 13. Approve Reimbursement to Brittney Richards in the amount of $25.00: Brittney Richards called to request a reimbursement for her booth rental for Orangeville Days. She will not be able to make it. The Council agreed to grant the refund of $25.00 to Brittney Richards. Motion: made by Kevin Butler Seconded by: Doug Stilson Voting Roll Call: Tracy Addley- Aye, Kari Alton Aye, Doug Stilson- Aye, Meran Kay Aye, Kevin Butler- Aye. Motion passed with 5 affirmative votes. 14. Approve a Business License for Brandon Hoffman: Seth explains that Brandon applied for a business license for Hunt Guiding. This item has gone through Planning and Zoning Commission and was approved. Council Member Kay asked if he has his documentation from the state and Seth states that he does. Motion: Kari Alton Seconded by: Tracy Addley Motion passed with 5 affirmative votes. 15. Ratify: - Approval of reimbursement to Shaun Bell for Cemetery Sprinkler Hose in the amount of $134.78: Amanda Lake explains that Travis Richards went to pick up the hose at Swanson Industries for the new Sprinkling System at the Cemetery, but the part was not in yet. Mayor Bell was over in price when the part came in and so he picked the part up for the city, but had to use his personal credit card because of this not being a planned pick up. Motion: made by Tracy Addley Seconded by: Kevin Butler Voting Roll Call: Tracy Addley- Aye, Kari Alton Aye, Doug Stilson- Aye, Meran Kay Aye, Kevin Butler- Aye. Motion passed with 5 affirmative votes. - Approval of reimbursement to Haley Barney for City Park rental in amount of $25.00: Haley rented the pavilion at the City Park. Haley stated that the tables were dirty and the bathrooms were a mess with wetted toilet paper on the walls and feces on the floor. She has requested for a refund for this rental. Motion passed with 5 affirmative votes. - Approval for reimbursement to Kevin Butler for Senior Banners in amount of $770.00: Amanda Lake states that Councilman Butler requested for the city to help cover the cost for the banners for the Emery High School seniors this year. Last year Kevin donated them but cannot cover the costs this year. The Council agreed to help cover the cost. Motion: made by Kari Alton Seconded by: Meran Kay Voting Roll Call: Tracy Addley- Aye, Kari Alton Aye, Doug Stilson- Aye, Meran Kay Aye, Kevin Butler- Aye. Motion passed with 5 affirmative votes. 16. Approve the water lease agreement with the Emery County School District: Amanda Lake explains that agreement is the same agreement approved in the past for the school district to lease 4.45 water shares. They are requesting this lease again. Motion: made by Meran Kay Seconded by: Kevin Butler Motion passed with 5 affirmative votes. 17. Approve paying EMS Special District $6,310.00, to help pay wages for EMT's: Council Member Meran Kay states that EMT board are increasing EMT's wages and are asking the supporting cities to contribute to encourage more EMT hires. The county is in desperate need of EMT's. Meran states that they are still looking for funding. The amount is decided based on each city's population. Tracy Addley explains his concern on where the money is going that is acquired when runs are made. Amanda Lake asks why they are asking the city's and has concern that the board is promising more pay but do not have the funds to cover the wages and are asking the cities to pay the difference. If this doesn't encourage more hires then it could be re-addressed at a later date. Motion passed with 5 affirmative votes. 18. Staff Reports: Seth Manning: Addressed a dog bite. A clearance was issued to Courtney Cox to put a lean to on the side of his home. Brittney Richards was issued a business license. Seth states that David Morgan is wanting to sell his property and has asked Tara Gage to remove her things from the property. Tara lives next door to the property and is not being corporative. Travis Richards: Travis states that he gave Andy about 15 sprinklers for the Cemetery. He states that they did not replace the back row of sprinklers with the new ones because the coverage is good. There are still some vandalism going on at the park and bathrooms. Doug Stilson suggests locking the bathrooms at 5:00 p.m. temporarily to see if it will stop. Amanda Lake states that someone has also shoved something in the locks at the kitchen and we can't get a key into the locks. Mayor Bell said we are having another camera in closer to the bathrooms. Travis states that we had a youth group come to do service for the city and they painted the chain fencing and cleaned the tables under the pavilion. Dani Tuttle: Dani states that we have had an issue with meters not reading. She has discovered that there are some broken meters around town and is working with the service district to solve this issue. Because our systems were not talking like they should have, once that issue was fixed and the Utility invoices were generated, it accumulated the overage and was adding thousands of dollars to those people with overages because it was only being billed the base pay for those years. This has been going on for some accounts since 2018 but mostly from 2023. Amanda Lake: Street Lights are installed and will be inspected. Mayor Bell would like to possibly add a few more poles down on the North end of town. Amanda states that Declaration of Candidacy has concluded. Amanda also states that we have some cameras that are online and talked to Brian Christiansen and he will come out next week to get them back online. 19. Council Reports: Tracy Addley: Cemetery is coming along and are doing some fine tuning on the sprinklers. Tracy is still working to get the roof on. He states that we need some kind of barriers to protect the new sprinklers because people are running over them and breaking them. Kari Alton: YCC planted flowers at the Cemetery and will be helping at Orangeville Days. Doug Stilson: States that him and Seth Manning got invited to a meeting with the County for the Barn dominium. He isn't sure what it's about. Doug states that regarding the Annexation for McKoy Allred, that the Planning & Zoning have decided to revisit it. He explains that with the Nuclear Research Center going in that we could use more housing. The Orangeville City Annexation Policy states that the city does not favor of creating islands or peninsulas, so the property still does not meet the annexation requirements. The Research Center was discussed and the County is having a Public Hearing on June 17,2025 at 5:00p.m. to allow residents voice their concerns or have questions. Meran Kay: Meran states that she is concerned that our Fire Chief is not attending the meetings needed for the city to receive grant funds. She explains that she is the one having to give reports at these meetings and he should be asking someone to take his place at the meeting if he cannot make it. Meran states that she has given them forms for them to sign in at meetings and that also is not being done. The Council has agreed that they are not willing to give any more chances. They do not feel like he should be getting paid if he is not willing to do the job. Kevin Butler: Kevin asked where we are at with the TRT Tax. Amanda Lake states that it is still being worked on. Dani says that she is going to call Castle Dale and talk to Carolyn Montgomery to see if she knows what the process is. 20.Mayor's Report: Mayor Shaun Bell: Mayor Bell states that Todd Hinkins plans to have to new Pickleball Courts ready by the end of June. Superior Striping is drilling holes for fencing. Paul Riddle is also going to donate striping our parking lot stripes. 21.
