DIVISION OF WATER QUALITY UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC NOTICE OF INTENT TO RENEW A UPDES PERMIT PURPOSE OF PUBLIC NOTICE The purpose of this public notice is to declare the Director of the Division of Water Quality's intention to renew a Utah Pollutant Discharge Elimination System (UPDES) Permit under the authority of the Utah Water Quality Act, Utah Code § 19-5-106(2)(g). The draft Permit and the Fact Sheet (collectively, the draft Permit documents) are available for review and comment. PERMIT INFORMATION PERMITTEE NAME: Castle Valley Special Service District FACILITY NAME: Castle Dale Lagoons MAILING ADDRESS: P.O. Box 877, 20 South 100 East, Castle Dale, Utah 84513 TELEPHONE NUMBER: (435) 381-5333 FACILITY LOCATION: Just Southeast of Castle Dale City off Hwy 10 in Emery County UPDES PERMIT NO.: UT0023663 PERMITTED OUTFALLS: 001 OUTFALL LOCATION: latitude 39°11'30' and longitude 111°00'30'. RECEIVING WATER: Cottonwood Creek, part of San Rafael and Colorado River Systems BACKGROUND The Castle Valley Special Service District's Castle Dale Lagoons (Castle Dale) serves the cities of Castle Dale and Orangeville with a current total population of approximately 3,200. The Castle Dale design capacity is for a population equivalent of 7,020 and an average daily treatment flow of 0.4 to 0.5 million gallons per day (MGD). The monthly average design flow is 0.7 MGD. The facility consists of four lagoon cells, which are mechanically aerated and with a total area of 49.9 acres. The first cell is 30 acres in size followed by three smaller lagoon cells of 6-7 acres each, which are then followed by three sand filters which are alternated as needed. Chlorination facilities are available, but have not been used for a number of years. See Permit and Fact Sheet for more information. PUBLIC COMMENTS Pursuant to Utah Admin. Code R317-8-6(6.6), any interested person may submit written comments on the draft permit documents and may request a public hearing if no hearing has already been scheduled. A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in Utah Admin. Code R317-8-6(6.12). Commenters have an affirmative obligation to raise all reasonably ascertainable issues and submit all reasonably available arguments and factual grounds supporting their position, including all supporting material. Supporting material must be included in full and may not be incorporated by reference, unless the material is already part of the administrative record. Public comments are invited any time prior to the deadline of the close of business on August 11, 2025. After considering public comments, the Director of the Division of Water Quality will issue a final Permit decision.
