Holden Town Council Meeting June 18, 2025 Meeting begins: 7:00 pm Present: Council Members: Mayor Darren Fox, LaRee Stephenson, Tamara Dallin, David Wood, Phil Whatcott Staff; Caralee Wood, Rod Dastrup Visitors: Riley Christensen, Marsha Adamson, Tim Arnold, Mark Stephenson, Ken & Linda Jackson, Mike Bleazard, Cade Hunter, Justin Dickens, Joe & Kaitlyn Jackson, Tracy & Lynette Keele, Thayne Hillestad, Molly Stevens, Melanie Fox, Carma Hodges, Hyrum Dutson, Jordon & Sheree Arnold, Kay Stephenson, Loren Stephenson, Jenny Stevens, Bryan Chapman, Jason Chirstensen. 1. Pledge: Phil Whatcott Prayer: David Wood 2. Approval of May 14,2025 Town Council Meeting Minutes *Fix the name on page 5 *Attach the new water meter fee list with the minutes Phil Whatcott motioned to accept the minutes for the Holden Town Council Meeting held May 14,2025, Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous 3. Payment of payroll/reimbursements and bills a. The bills/payroll/reimbursement invoices dated May 15, 2025- June 14, 2025 were given to the council before the meeting for review. ? High Plains check- this was the final payment to close up the first well site drilling. ? What were the offsets? - These were checks that were issued in 2020-2022 that were lost or not cashed, the offsets were done to create a positive to clear the checks in accounting. *The first hire for summer help who had to be let go was paid as a contractor due to the fact she only worked 3 days under 8 hours each. Tamara Dallin motioned to pay bills/payroll/reimbursement invoices May 15, 2025- June 14, 2025, LaRee Stephenson seconded. Roll was called; LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous 4. Petitions, Remonstrance and Communications *Arnold family in attendance to find out the reason behind those living outside Holden Town boundaries no longer being able to use the town landfill. Mr. Arnold provided a list of services he has provided to the town and never asked for payment of his time and services. Mr. Arnold stated that according to posts made on facebook, they were made to feel that those not living within town limits were a financial burden to the town regarding the costs to maintain the landfill. The town council members have never thought or alluded to the fact those in the county were a financial burden. Reply- According to resolution 2024-01 adopted in August of 2024, to raise the garbage rate. The decision was made to only allow only residents who have a Holden Town electrical hookup and pay the $8.00 Holden Town Landfill fee to be able to have access to the landfill. (If a county resident they receive power from Rocky Mountain not the town, therefore they do not pay the $8.00 landfill fee.) *? Can those living outside town limits pay to use the landfill? That can be looked into The town council will address the landfill use policy at the July town council meeting. 5. Planning and Land Use- Ted Bennet *Not in attendance 6. Citizen award- Archer & Dreyden Jackson, Hyrum Dutson *Approximately 8 weeks ago an elderly resident fell in her yard breaking her pelvis, rendering her unable to get up. Archer, Dreyden and Hyrum heard her cries for help as they were coming home from school and went to see what the matter was. They were able to go get an adult to assist and get her the medical help that was needed. Archer, Dreyden and Hyrum were given a certificate and a goodie bag for their good deed. 7. Report of Officers a. - Roads & Landfill *We have heard back from the State and the landfill permit has been approved for town operation for the next 10 years. *Tree ordinance- A resident asked public works about having the town remove some dead trees. These trees are on the residents' property and not in immediate danger of falling on power lines. Ordinance 2014-2 states, 'The customer shall be responsible for the initial clearing of the right-of-way easement on customers property.' *Is there a right of way ordinance? Clerk looked prior to the meeting and could not find one. The question has arisen due to items and or vehicles left on the side of the road where public works mows. The decision was made to post a notice to clear the roadsides for mowing this summer, and to talk personally with those residents with roadside debris, or vehicles. b. Parks, Recreation and CERT *Vandalism at the park- On June 4 there was some vandalism done up at the park pavilion. The Sherrif's office was notified and those responsible have come forward. The boys responsible for the damage were required to clean and repair the area and will have to perform 10 hours each, town service. *Baseball field- A town resident approached the town to have his employer (Red Dome Lava) donate crushed cinders to apply to the baseball diamond. Upon delivery of the cinders concerns were raised over the safety of cinders being put on a ball field, and that the ball diamonds are church owned property. Any improvements to the property need to be approved through the Church's facility maintenance department. Concerns of the cinders being tracked into the church house is also a concern. The Bishop of the church was contacted and he in turn contacted the facility maintenance department over Holdens church building. With permission given the cinders will be spread on the baseball field with the agreement that if they become an issue inside the Church house the cinders will be removed. Phil Whatcott Motioned to upgrade the baseball diamond with cinders, removing them if issue arrises within the church house, David Wood seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous C..David Wood - Electric *AMI- Electric metering, The town of Holden is included in a group that is looking into a new type of electric meters. The town of Holden needs to decide whether to install these meters, replacing current meters at all electrical metered locations in Holden. Cost has not yet been determined. The benefits of changing to the AMI meters would be; accurate readings, auto shutoffs and reconnects, forecast load, bi-directional, and the ability to check voltage. * Changes are coming with regards to edam (extended day ahead market), the town will need to better forecast how much power we need and use for better purchasing price. *Dixie power would like the town to add reclosures on the three main power legs coming into town. If one leg goes out it will also cause outage on the other two legs, making it harder for troubleshooting, but safer for those working on the electrical lines. The reclosers will automatically reclose three times before they trip and needs to be re-set. The cost would be around $60,000.00. Councilman Wood added it to his budget but no decision to purchase and install the reclosures was made. Three poles were replaced this last month, and the total was more than expected. Councilman Wood will get a quote before replacing more poles this coming fiscal year. d.Phil Whatcott -Fire Department *The town council thanked the fire department for the great fire station open house. The fire department gave out small fire extinguishers or fire blankets to those in attendance. There also was a demonstration of how to use a fire extinguisher and those who wanted to were able to try it, rides were given on a fire truck and a dinner of hamburgers or hot dogs was served. *The fire department is working on getting a type 6 truck ready to be put to use. *Report on recent fires Darren Fox Motioned to open a public hearing to amend the 2024-2025 fire department budget, Phill Whatcott seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous. Public comments- No comments were made Darren Fox Motioned to close the public hearing ,LaRee Stephenson seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous Darren Fox motioned to amend the 2024-2025 fire department budget by increasing the revenue to balance the expenses by taking $5,663.00 from the fire department PTIF to put into the fire department general account. Phil Whatcott seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous The fire department will transfer $5,663.00 from their PTIF (savings) account to put into the general fire department account to balance out the deficit in incoming revenue. Water *New well location- The water witcher found a good spot that should produce enough volume of water to help supply the towns water needs. The town is working with the landowners were the new well would go, the town will need 1/2 acre from each landowner. e. Mayor Darren Fox *Candidicy results- David Wood & Mike Bleazard put in for council members, Matthew Stephens put in for Mayor. The town of Holden only had 3 citizens declare to run for office. 7.New Business *Certify Tax rates- Most of the revenue for the town comes from utilities, property tax and sales tax. The valuation for property in town is 42 million, the town receives $10,500.00 with most of the taxes collected being paid to the town coming from sales tax. The town will keep the tax rates the same as last years, .000250%. Darren Fox Motioned to accept the Millard County property tax rate of .000250% Phil Whatcott seconded. Public Hearing to approve the 2025-2026 fiscal year budget. Notice was posted in the newspaper and on the post office door two weeks prior to the town council meeting. Darren Fox motioned to open a public hearing for the proposed budget for Holden Town 2025-2026 fiscal year, David Wood seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous Public Hearing Each department went over their budget revenue and expenses. No public comments were received. Darren Fox motioned to close the public hearing for the 2025-2026 fiscal year budget, LaRee Stephenson seconded. Roll was called; LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous Darren Fox motioned to accept the proposed General Fund 2025-2026 fiscal year budget with revenue at $313,250.00 and the expenditures at $313,250.00, Phil Whatcott seconded. Roll was Called LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous Phil Whatcott motioned to accept the proposed Water Fund budget for the 2025-2026 fiscal year with the revenue of $140,000.00 and expenditures of $87,550.00 Darren Fox seconded, Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous Darren Fox motioned to accept the proposed Fire Department Fund budget for the 2025-2026 fiscal year with the revenue of $40,000.00 and expenditures of $40,000.00, Phil Whatcott seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous David Wood motioned to accept the proposed Electric Fund budget for the 2025-2026 fiscal year with the revenue of $357,700.00 and expenditures of $314,850.00, Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous Darren Fox motioned to ammend the 2024-2025 MBA Principle from 5000 to 6000, Phil Whatcott seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous Darren Fox motioned to accept the proposed Municipal Building Authority budget for the 2025-2026 fiscal year with the revenue of $507.00 and the expenditure of $9,000.00, Phil Whatcott seconded Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous Darren Fox motioned to accept the proposed Capital Projects Fund Budget for the 2025-2026 fiscal year with the revenue of $0 and 0 expenditures David Wood seconded, Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous Darren Fox motioned to accept the proposed Perpetual Care Fund budget for the 2025-2026 fiscal year with the revenue of $5,400.00 and 0 expenditures, Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous 8. Outstanding Business Darren Fox motioned to close the public meeting at 9:15 and move into a closed meeting to discuss a real estate matter with the possible well site, Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous Closed meeting Darren Fox motioned to adjourn the closed meeting at 9:35 and move back into a public meeting, David Wood seconded.
