TOWN OF JOSEPH JUNE 5, 2025 MINUTES 7:00PM PRESENT: Troy Campbell, Gene Gestring, Mayor Jared Campbell, Doug Nowell, Zac Kearney, Sue Gestring, Nikole Campbell, Haley Obray, Kelly Crane, Robyn Lewis ABSENT: PRAYER: Troy PLEDGE OF ALLEIGENCE MINUTES:Troy motioned to accept the minutes as read, Doug seconded the motion. All in favor MAYOR UPDATES: -The town has 2 shares of Joseph Town water that they don't use. A man called to see if the town would be willing to rent it for the year. The council decided to allow people to put in sealed bids for the water. The highest bid will rent the water for the water season of 2025. The bid must be in by Monday 16, 2025. Zac motioned to rent the shares Gene seconded the motion. -Gina Nowel is retiring as cemetery chairman. The council suggested having the cemetery committee meet to come up with a plan on how to proceed. Zac is the council member who is over the cemetery. -Jared will follow up with Steve about Julie and Gerry Marsh's water meter. -The Trust sent a report stating our cyber threat was low as of May 1, 2025 WATER: -Dale Uden has two homes, one on state street and one behind it. They are on separate meters. Badger was showing a water leak on the back house per the address in the system. The address had been that way for years. He replaced the water line leading to the back house, and in the process broke the setter that was by the meters over the weekend. (The town has paid for the setter. $349.32) On Monday it was realized that the addresses in the computer were not the correct address. The two addresses were backwards. Dale has a controller account and it doesn't show the addresses on the bill that identifies which house is which. It was discovered, because there had only been one EyeonWater app downloaded for one account. The mayor talked to Dale and said a conversation needed to happen with the council and that he should put some numbers together. It was his understanding that Dale would pay for the setter, but he would like some reimbursement for the water line he installed because the town had the address wrong. The Town is not sure what Dale's request is, because they have not heard from him yet, so they will wait to hear from him before anything is decided. -Kelly brought a map of the Cold Springs Development. The goal is to try and catch the water below the watering trough. The main collection area is mostly dried up there but it is issuing out around the other collection area that's below. A&D Jensen are redoing that whole area as far as the spring collection, redoing fences, redoing all of the drainage and fences around that area. Then revalving everything so that everything is all in one vault and the Town has full control and doesn't have to worry about who is tampering with what. Hopefully this will provide better water to their cabins, and the water that they want down to their troughs, and provide more water for the town down the hill. Kelly still needs to send these plans to Kent to approve it, as long as the town approves. Then he will get the state approval and move forward with it. USDA has been hard to work with and is threatening to withdraw the rest of their money. A&D Jensen gave uthe town a high number to finish the project, but if USDA does pull out, he said the town can use the rest of the money from ARPA and get done what they can. PLANNING COMMISSION: -Robin Lewis is requesting a building permit for a metal shed at 225 E Main St. Zac was concerned that the west set back was approved at 3 ft, but hadn't been changed from 12 ft in the ordinances yet. Sue said the PC is working on that change. Zac motioned to accept the permit for a manufactured shed with no water or power. Doug 2nd the motion. -The annexation ordinance has been brought to the table. Zac went over it and emailed his concerns with it. It was emailed to the attorney, but we have not heard anything back from him yet. It was last visited back in 2023 with the fence ordinance. Kelly said that an annexation ordinance should be really simple. The PC will check with Six Counties to see if they have a template. The council will revisit this next month. MISC: -The town has been using REMIND to text customers in the town to update them on different happenings in the community as well as late reminders. REMIND no longer is allowing us to do that so the town needs to find a new way to contact everyone. Not everyone uses social media. Texting has been the best way. Text My Gov is expensive and costs $2000 just to start. This CallMultiplier is a lot more affordable and your plan is based on how many people you need to contact not just one sum. The credits we don't use don't expire. There is a 5% discount if we buy for 6 months and 10% for a year. Doug motioned to try it for 6 months and Gene seconded it. All were in favor. -Troy motioned to do a 2.5% raise for the employees, Gene seconded it. All were in favor. Zac would like to look at insurance for Steve. He'd like to be able to take care of our full time employees. Zac motioned to close the meeting, Everyone seconded it.
