ADVISORY BOARD MEETING MINUTES Arts & Culture Advisory Board Meeting Thursday, July 10,2025 11:30 am Capitol Theater, Capitol Room or Cisco WebEx Meeting Board Members: Bing Fang (Vice Chair), Essie Soul, Megan West, Ryan Riches, Amanda Mulia (Chair), Jorge Rodriguez, Dustin Lewis, Jesus Jimenez-Vivanco, James Cooper, Carrier Mercer, Brian Van Ausdal, Sharah Meservy, Janell Payne, Jana Thomas, A. Welcome - Ms. Mulia welcomed everyone; the meeting was called to order at 11:3am. 2. Review of Public Comments - No public comments. 3. Action Item: Approve of May 22,2025 meeting minutes. Mr. Cooper moved the request to approve the minutes. Mr. Riches moved to second. Unanimously approved 4. Action Item: Capital Project overview and 5-year plan Mr. Gwilliam presented the Board with the list of the 5-year working Capital Repair and Replacement Plan, starting 2026-2030. The list gave the projected year for the project to be completed, name of project/location, potential funding and estimated cost. It was explained to the Board that approval for these projects must also be obtained from the Mayor and County Council. Mr. Castillo gave a review and explanation of the TRCC fund and the preservation fee fund to the Board. The TRCC fund is from sales tax, these funds are used across the County to help fund County buildings/maintenance, etc. We also use these funds to maintain our venues and the system in our venues. The preservation fee fund was created from a ticketing fee for all our venues except for Eccles Theatre, where they have their own fund. These funds are used more for patron amenities and theatrical systems. Example: Project Year Project Name Location/Funding/Cost 2026 Freight Elevator Ram Replacement CT TRCC $115K This project will replace the faulty hydraulic ram in the freight elevator at Capitol Theater. The hydraulic ram that raises and lowers the freight elevator has developed a leak and must be replaced. Previous attempts at repairing the ram to avoid replacement have proven only to be effective for a short time. Mr. Gwilliam gave a brief explanation of each project on the list, and the need for its replacement and/or repair. He pointed out to the Board the move from 2026 to 2025 Capitol Theatre Phase III feasibility. 2025 Capitol Theatre Phase III Feasibility CT TRCC $210K This project will engage consultants to help develop a future project addressing ongoing HVAC issues in the auditorium and stage, as well as the lack of ADA seating and some code issues on the Grand Tier. The HVAC system at Capitol Theatre presents a unique challenge in balancing stage and house temperatures. Potential funding will be used from the under expend from the 2025 Coil Replacement Project at Abravanel Hall and UMOCA, to advance this project to a 2025 project. During the presentation, questions were presented and answered. Mr. Cooper moved the request to approve the preservation fee fund for Capitol Projects. Mr. Van Ausdal moved to second. Unanimously approved 5. Arts & Culture Marketing Program overview and discussion Ms. Niedfeldt gave a slide presentation. She introduced the division's marketing team, our primary marketing functions, and the marketing tools currently being used. The community engagement team goal is to increase the reach of the division and expand the groups and individuals we serve as a government agency, whether through centralized services or targeted programming. The 2025 Marketing team goals: 15% increase in social media following, 10% increase in engagement. GA4/Web analytics added into normal reporting workflow/assessment. Update venue photos for marketing & event management needs. Front-end website refresh. Strengthening client & resident marketing support resources. Our Marketing functions: continue to brand our Division and Venues, Community activation through event Marketing, and provide Client & Resident marketing support. Branding: have clear branding guidelines for Division & Venues. Lead new branding efforts for new venues/programs, liaise with Mayor's office to ensure compliance with County policies and create resources for and monitor adherence of branding guidelines by venue users. Community activation: primary marketing of all community activation events, collaborating with communications manager for earned media appearances/press releases, etc., graphic design of marketing and event collateral, marketing toolkits for participating artists, and community partner and event partner collaborative marketing efforts. Client & Resident support: supportive marketing resources to amplify client, resident, and co-presenter primary marketing efforts, resources menus individualized to venues to make planning & collaboration as easy as possible for the clients & residents, in-venue visibility for client/resident, additional planning and collaboration with co-presenters to enhance show revenue. Ms. Niedfeldt explained the current marketing tools being used in Arts & Culture, highlighted our email marketing. She asked the Board 5 questions, to gain their thoughts and feedback. During the presentation, questions were presented and answered. 6. The Blocks Arts District updates - Britney Helmers Ms. Helmers gave a slide presentation on the Blocks Arts District, sponsored by Salt Lake City. They work with Arts & Culture, County, to bring the arts to downtown Salt Lake City. Their goal is to bring performing arts and the amazing musicians that live in Utah to downtown SLC, and showcase their art. Mr. Helmers showed the Board a mailer that was sent to 73K residents in the County, advertising the different events being offered in downtown SLC. The Blocks is Downtown Salt Lake's Arts District, where every block tells a story through art, and creativity lives in the streets. The Blocks works through partnerships; one example she gave was their partnership with Gina Bachauer foundation. She showed how the arts equal economic vitality. She showed photos of the different events they sponsored and the audience participation. They provide a lot of free advertising for any art's organization, they run the exhibitions on Main, this program turns former telephone booths into art exhibits. They are kiosks, the top section does free advertising, the bottom section displays art works. Around downtown they also create pop-up art venues, they work with artists and arts organizations on what they would need for a small pop-up venue, these are 4 ft by 4 ft modules, they can connect them together to build a stage that is almost 20 ft by 24 ft. They put one up at the Gallivan Center in the corner. During the presentation the Board gave suggestions, and questions were presented and answered. 7. Director Updates- No time. 8. Upcoming Important Dates - No time to give in dept information on the events listed below. a. August 15 & 16, 5-10pm, Mid-Valley Performing Arts Center, Westside Culturefest b. August 22, 6-10pm, Eccles Theater - 3rd Annual Mariachi Festival c. September 12, 7-10pm, Eccles Theater - SL Speaks Multilingual Poetry d. September 13, 6-10pm, Eccles Theater - Voces en Bloom 9. Art Event Discussion - No time. . 10. Adjourn - Ms. Mulia adjourned the meeting at 1:17pm Mission Support arts and culture in Salt Lake County with premiere Spaces, Places, and Services. Values 1.
