Town Board Public Hearing Meeting 7:00 PM
** Steven- matters of explanation tonight, The public hearing meeting was posted in due time, but when we went to post the agenda items for the regular meeting, the state website was not working, it was posted on the window, and we did council our legal and they said we could continue tonight, but next month, they will need to re-ratify items.
A. Pledge of Allegiance- Charlie Shick- Scouts
B. Prayer -JC Reynolds
1. Amend Budget for fiscal year 2024-2025-
This is a standard thing for council, and they have reviewed the changes that have taken place through the year, which is standard due to spending and actual costs of things and all needs to tie up at the end etc, explained Steven.
2. Budget for Fiscal Year 2025-2026
No public input on topic
JC motions to close the public hearing, Jonathan seconds, all in favor.

D. Public Input/Reports, Non agenda items (limited to three minutes) - N/A
1. Approval of Minutes May 13, 2025 - Alisha motions, Randy seconds, all in favor.
2. Sergeant Dutson- Monthly STATS for Goshen-
There were 11 case numbers created. Could be more, they don't have all the stats to him right now. He knows 4 of the calls were animal control related. He then moved on to questions about the pedestrian crosswalk and if they were going to get flashing lights at the crosswalk with the trail coming through. It was noted that they are going to do something, but was unsure exactly what that looked like right now.
3. Approval of Amended Budget 2024-2025 fiscal year budget-
List of amendments include, insurance, general fire, seniors, maintenance, and animal control. Randy motions to amend budget 2024-2025, JC seconds, all in favor.
4. Approval of 2025-2026 Fiscal Year Budget-
Council has looked at this in the past couple meetings and Jonathan motioned to approve the 2025-2026 fiscal year budget, Alisha seconds, all in favor.
5. Discuss and approve Interlocal Agreement between Goshen Town and Santaquin City for Goshen Courts-
Goshen has their own courts, but shared with Genola and Santaquin for costs, divide fees etc. Renewing the legal agreement for this is standard. The fees did go up, but not much, Erik Johnson our legal attorney reviewed and approved this. Randy motions to approve the agreement, JC seconds, all in favor.
6. Discuss and Approve Interlocal Cooperation Agreement between Utah County and Goshen for Fire Safety and Response Equipment-
This is needed for a payment from Utah County for the new fire engine in the amount of 50k. This agreement allows for the money to be received and to get the paper work done. Jonathan motions, Alisha seconds, all in favor.
7. Celebration-
Simplified to two days, JC reached out to local royalties and people and touches bases on that, and they will be coming to the parade. Next meeting will be June 12, 2025.
8. Council Updates-
Alisha- didn't get the grant they had applied for recently, but we are going to use the grant money we get each year and put it to the renovations on the snack shack bathrooms for celebration. Jake and Wayne to do the work, no bidding out needed.
Steven- Generator still in the works of being purchased that has been talked about for a while with the new water project, as well as the fill station for bulk purchases. Still have to go through bids etc.
Fire Station open house- ceremonial thing Tuesday, the week of celebration to retire the old and dedicate the new engine.
Trail- it has started, and they will go from center and head north center first. They might not be done for celebration so they will work around this in their scheduling as to not disrupt anything for that.
Rook work on town hall- Wayne and Jake will be redoing the roof on the town hall
Russ Fuller will be doing an event at the church pavilion about stories of Goshen and serving dinner to everyone who comes.
