1. CALL MEETING TO ORDER. Mayor Dennis Sweat called the meeting to order at 6:30 p.m. 2. ROLL CALL Mayor Dennis Sweat Councilmember Radine Murphy Councilmember Manuel Carrillo Councilmember Darlene Trammell Councilmember Brandon Grossman Councilmember Adam Palafox City Administrator Glenn Wadsworth City Attorney Spencer Call, City Treasurer Sasha Palafox City Clerk/Recorder Liliana Soriano Pledge of Allegiance: The Pledge of Allegiance was led by Councilmember Darlene Trammell. 3. APPROVE OR DISAPPROVE MINUTES OF SURPLUS SALE AUCTION OF APRIL 02, 2025 DECISION. Motion was made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox, to approve the minutes of the surplus sale auction of April 02, 2025. All in favor, aye. Motion passed. 4. APPROVE OR AMEND CITY COUNCIL MEETING MINUTES OF MAY 07, 2025, DECISION. Motion was made by Councilmember Adam Palafox, seconded by Councilmember Brandon Grossman, to approve the city council meeting minutes of May 07, 2025. All in favor, aye, motion passed 5. APPROVE OR AMEND 2024/2025 BUDGET PUBLIC HEARING MINUTES OF MAY 15, 2025 DECISION. Motion was made by Councilmember Darlene Trammell, seconded by Councilmember Manuel Carrillo, to approve the 2024/2025 Budget Public Hearing minutes of May 15, 2025. 6. DEPARTMENT UPDATES: A) POLICE DEPARTMENT - MICHAEL CONNIN Police Administrator Michael Connin gave a stats report and informed the council that the new officer, Mathew, is at the police academy till the present day. Once completed with the academy, Mathew and Officer Kennith will start P.O.S.T. together in September. Meanwhile, Kennith will be helping Michael Connin go threw old files. Michael also informed the council that Lexi Poll sent out new laws from the State to update the Policy and Procedure app for all officers to be aware of changes that the State has adopted. B) FIRE DEPARTMENT - KEN QUIRK Fire Chief Ken Quirk gave stats report to the council and informed the council that the rescue truck keeps going down for maintenance, which is becoming a monthly problem. C) UTILITY - ARMANDO RODRIGUEZ Not present. 7. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES. Mayor Dennis Sweat skipped line item #7 and went to line item #10. Deeanna Croasmun informed the Council youth coalition has a new member named Morgan, who is the Wendover High School counselor. This has helped reach out to more students. 8. UPDATE WITH RESPECT TO SACRED CIRCLE LORENA HORSE AND MATT JUDD. DISCUSSION. Josh from Sacred Circle came to the city council with flyers to inform them that they rented the community building starting on the 13th of this month and the 27th of this month. Sacred Circle will need to have internet access and is willing to pay the bill for access to the internet. Sacred Circle would like to bring furniture and equipment to the community building to be ready for the day of the clinic. 9. APPROVE OR DISAPPROVE SACRED CIRCLE TO USE THE COMMUNITY CENTER SENIOR COMPUTER ROOM FOR STORAGE AND IF A FEE WILL BE REQUIRED AND IF REQUIRED AT WHAT RATE? DECISION. Councilmember Brandon Grossman asked how long Sacred Circle will be using the Community building. City Clerk Liliana informed the council it could take up to a year, depending on how when they will bring in their plans needed for a building permit and pass all inspections. It can take up to a year. Brandon Grossman asked what happens if someone wants to rent out the community building on Friday? Liliana responded that it wouldn't be possible since they had requested all Fridays until the end of the year. Brandon asked how many hours of the day Sacred Circle is going to be using the community building. Liliana responded for 6 hours. Sacred Circle will be paying for the use of the community building at twenty-five dollars ($25.00) an hour and will be placing a two-hundred-dollar ($200.00) deposit. Know Sacred Circle has requested the Senior Computer Room for storage of equipment and is asking for the council to set a price, if there is one, or if the City Council is willing to rent the Senior Computer Room for the same price. Motion was made by Councilmember Radine Murphy, seconded by Councilmember Adam Palafox, to approve the use of the Senior Computer Room in the community building with no additional fees for a month or two to see how the community building is working out for Sacred Circle. To reevaluate the decision in two months on whether a fee will be placed for the Senior Computer Room use. All in Favor, aye, Moton passed. YOUTH RECOGNITION AWARDS PRESENTED BY WENDOVER PREVENTION GROUP. RECIPIENTS: Prevention Group Gunter Cater presented awards to Anna Smith Elementary's Briceida Solano Torres, who was honored for her academic perseverance and uplifting leadership, and Wendover High School student Rey Sanchez was recognized for his dedicated service and exemplary work. Mayor Dennis Sweat went back to line item #7. 11. WENDOVER FIRE DEPARTMENT TO PROVIDE MATERIAL(S) QUOTE ON RED-CROSS FIRST-AID TRAINING. Fire Chief Ken Quirk asked the council what materials the city is requesting regarding First-Aid Training. City Administrator Glenn Wadsworth responded that the city never received materials for the 3 bids and the city needs the records to have on record. 12. APPROVE OR DISAPPROVE MOTION MADE ON MAY 07, 2025, BY COUNCILMEMBER BRANDON GROSSMAN, SECONDED BY COUNCILMEMBER DARLENE TRAMMELL TO PAY $150.00 TO THE STATE OF UTAH NATURAL RESOURCES FOR EXTENSION OF TIME ON MUNCEE WATER SOURCE. DECISION. Motion made by Councilmember Adam Palafox, seconded by Councilmember Darlene Trammell, to approve the motion made on May 07, 2025, by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to pay $150.00 to the State of Utah Natural Resources for extension of time on muncee water source. All in favor, aye, Motion passed. Roll Call: Councilmember Radine Murphy, aye, Councilmember Manuel Carrillo, aye, Councilmember Darlene Trammell, aye, Councilmember Adam Palafox, aye, Councilmember Brandon Grossman, aye, 13. APPROVE OR DISAPPROVE THE RETURN OF SEWER AND WATER CONNECTION FEES TO ERVIN ESPINOZA DUE TOO TERMINATION OF PROJECT. DECISION. Motion made by Councilmember Adam Palafox, seconded by Councilmember Dalene Trammell, to approve the new return of sewer and water connection fees to Ervin Espinoza due to the termination of the project. All in favor, aye, Motion passed. 14. APPROVE OR DISAPPROVE BUSINESS LICENSE FOR: DECISION. 1) DEBANHIS NAIL SALON Motion made by Councilmember Brandon Grossman, seconded by Councilmember Dalene Trammell, to approve the new business License for Debanhis Nails Salon. All in favor, aye, Motion passed. 2) ONE ONKAR HOSPITALITY LLC AMERICAS BEST VALUE INN WENDOVER. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Dalene Trammell, to approve the new business License for One Okar Hospitality LLC-Americas Best Value Inn Wendover. All in favor, aye, Motion passed. 15. UPDATE ON MICHAEL CONNIN P.O.S.T. COMPLETION AND TITLE CHANGE TO SAFETY ADMINISTRATOR. DARLENE TRAMMELL. Motion made by Councilmember Darlene Trammell, seconded by Councilmember Adam Palafox, to approve Michael Connin's title change to Safety Administrator. All in favor, aye, Motion passed. 16. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox, to approve pre-scheduled community center rental dates. All in favor, aye, Motion passed. 17. APPROVE THE PURCHASE OF A NEW COPIER (MX-M283N) FROM LES OLSON IN THE AMOUNT OF $ 5,068.15, FIVE THOUSAND SIXTY- EIGHT AND FIFTEEN-HUNDREDTH DOLLARS. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox, to approve the purchase of a new copier (MX-M283N) from Les Olson in the amount of $5,068.15, five thousand sixty-eight and fifteen hundredths dollars. All in favor, aye, Motion passed. Roll Call: Councilmember Radine Murphy, aye, Councilmember Manuel Carrillo, aye, Councilmember Darlene Trammell, aye, Councilmember Adam Palafox, aye, Councilmember Brandon Grossman, aye. All in favor, aye, Motion passed. 18. MAYOR DENNIS SWEAT UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. Mayor Dennis Sweat informed the council that the City of Wendover is in district #5 in Tourism. He has called the City district representative and left a voicemail regarding not receiving the tourism funds for this year, requesting a reason why the city of Wendover did not qualify. At the moment, no answer has been received. 19. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. City Administrator Glenn Wadsworth informed the council that the City has received the quote for the work on the Utility Building from Elko Pest Control for the amount of ninety-five dollars ($95.00) for rodent control. Glenn also informed the council that the Gio Engineer, who did the study on Moriah Ave, recommended that the water line be changed before the road work commences on the pavement. 20. CITY ATTORNEY, SPENCER CALL UPDATES AND PENDING MATTERS. DISCUSSION/DECISION. A) EXECUTE AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORT None. 21. UNFINISHED BUSINESS: Councilmember Adam Palafox asked the Council for an update on the chlorine parts for the water treatment plant. City Administrator Glenn Wadsworth replied that the utility worker, Jaden Cook, is on top of that and has been working on it. 22. NEW BUSINESS: City Clerk Liliana Soriano informed the council that the Interlocal Agreement was accepted by Tooele County. Councilmember Adam Palafox asked City Treasurer Sasha Palafox how the 4th of July was coming along. City Treasurer Sasha Palafox mentioned she is still looking for volunteers for the events, and everyone is welcome to participate. 23. EXECUTIVE MEETING. None. 24. NEXT SCHEDULED COUNCIL MEETING: JUNE 04, 2025 @ 6:30 P.M. DECISION. Motion made by Councilmember Adam Palafox, seconded by Councilmember Darlene Trammell, to schedule the next Council meeting for July 2nd, 2025, at 6:30 p.m. All in favor, aye, Motion passed. 25.
