Agenda as follows:
1. Welcome / Pledge of allegiance. Mark Cowley
2. Roll call Paul Hansen Council Member filling in as Mayor, Shantrell Ritter Clerk, Colette Dursteler Council Member, Mark Cowley Council Member Shalee Hansen town celebration chairman, Judy Downs from Planning and zoning
3. Public Hearing fiscal Year 2025-2026 Amalga town Budget
a. Things we increased on our budget for 2025-2026
i. Attorney fees
ii. Wages because we have anew Water Operator
iii. Increased the amount for mosquito control for the possibility of purchasing new equipment
b. Question from Mark, in regard to operating materials and expenses for 2024-2025 the amount has doubled since the previous year why? Answer: that was part of the well #4 project.
c. Colette which one is the youth council? That one is under culture and it's $3000.

a. Is Youth Council Doing drinks on Friday night?
b. Mark Cowley and Darin Rindlisbacher are cooking Friday Night.
c. Dinner - Hot Dog Dinner for $3.00 Hamburger meal with cheese $5.00 with chips. And Water with the meals.
d. T-shirts $6.00.
e. Make sure to have Marilyn Munk with trek video and square dancing.
f. Cowboy poetry with dinner
10. Interlocal agreement with Smithfield Fire Department
a. All done and signed the only requirement is that we do four hours of community service, fire department has us covered this year.
11. Enbridge gas agreement initial franchise agreement will be for 20 years.

12. Council reports:
a. Paul Hansen,
i. Saturday, for example, water went down. We need a protocol list for water down and other vital functions. We need a copy of any keys in the office if needed. This is a utility, and we need to have someone over this besides a council member.
ii. Propose to give Shantrell a raise.
iii. One tree in the park that might be dead. May need more water.
iv. Called Rocky Mountain Power and they are supposed to be fixing a light at the park
v. Called Rocky Mountain landscape they will be delivering more bark play area tomorrow. Can we hire Ed Dursteler to move the bark and level it off.
vi. Grass is coming up good under the moved toy.
vii. Can Ed Look into renovating bathroom that we can pay for from RAPZ money.
viii. Look into finding more grant money for park renovation. Colette could do that while looking for other grants for the town
ix. Talk about doing Council training at the start of every year.
b. Colette Dursteler,
i. Asked if the money from this fiscal year carries over to the next fiscal year for youth council. No instead use this year's money for things they will need this coming year.
ii. Will not be here for Pioneer Day Husband ED will be filling in for her.
c. Mark Cowley,
i. Did look at the trees down by Wilson's Cotton woods are hanging down a little bit but still pretty high. We will probably have to hire someone to prune them if we decide to have them pruned. And the Wilson's tree is not out in the road.
d. Dave Lee via Judy Downs:
i. Planning and zoning the penalties code to replace our outdated Chapter 6 if we have anyone in violation of code it clears up what steps the town and the violator needs to do. The council sends this forward to the council with their approval. Vote from Planning and Zoning.

ii. Planning and zoning 23.16 the accessory apartments within residential dwellings submitted by Howard Kunz. Positive points would be condensing housing that is already here, it would protect farming land. Negative points from the public hearing most people of the town are opposed to this it will create two homes on one lot making it more condensed. Some suggestions is that you would have to have a minimum of 2 acres of property to prevent it from being so condensed. Septic could be a problem. Parking could be an issue. Most people in the town are against this. Votes from planning and zoning

iii. 8.1 Mobile home. would take homes that are already on the property and fix them up for full-time farm workers instead of more mobile home. This would mean any building on the farm could be fixed and turned into a dwelling. These buildings need to be inspected by the county and approved by the county. This would have to be a bonified farm worker who works 40 hours per week and immediate family only. Recommend it with some changes. Question who would be in charge of verifying that farm workers are living in them? The way things are now once we get a complaint it then goes to planning and zoning to verify that there is a full-time farm worker. Recommend that the line conditional use be removed. Would that ordinance stay with the land? Moved it forward with building permit and bear river health department. Votes from planning and zoning.

iv. Judy Downs this is my final planning and Zoning meeting. Mike Diehl has already turned in his notice to the Mayor.
