- The State of Utah DHHS and Local Public Health Governance Committee Meeting Approve Minutes: June 17th, 2025 Grant Title Executive Committee Review Description Rules Review/Discussion: Rule # Rule Name Topic R392-106 Microenterprise Home Kitchen Sanitation Received industry feedback to update the language to allow microenterprise home kitchen owners to use their own kitchen as a commissary and to allow those producers to do freezer meal prep directly to consumers. EHEC unanimously recommends to Governance to not support nor adopt the proposed language for R392-106. R392-102 Mobile Food Business Sanitation Amended the definition of food cart to align with statute and to address a business model which has the vendor standing inside of the frame of the food cart. EHEC unanimously recommends Governance accept this amendment as previously approved by variance.
