All applications must be reviewed at the Staff Joint Development meeting which are conducted as noticed, usually the first Tuesday of the month. The following complete applications, determined by staff to be ready to proceed to the Planning Commission, are on the Planning Commission agenda and will be heard in the following order:
(Please note: Any public hearing item comments will be limited to 2 minutes per person per item and will be strictly adhered to. A spokesperson representing a group to summarize their concerns will be allowed 5 minutes to speak. Repetitious commentary will not be allowed.)
1. ZONE CHANGE (Public Hearing - Legislative): Review a proposal for a zone change in the New Harmony area. The property is located approximately at 1300 E 2200 N New Harmony UT 84757. Parcel 3001-TR-STL, which totals 798.0 acres. The zoning designation is currently OSC-20 (Open Space Conservation 20 acre minimum lot size). The applicant is proposing a zone change to OST-20 (Open Space Transition 20 acre minimum lot size). The purpose of the zone change is to enable the applicant to build a single family residence and potentially an accessory dwelling. The applicant is Dusty Pulsipher.
2. PARTIAL AMENDED PLAT (Public Meeting - Administrative): Review a proposal for an amended plat in the Dammeron Valley Ranches subdivision. The property is located approximately at 1482 N Dammeron Valley Dr E, Dammeron Valley UT 84783. Parcels affected by this application are DVR-23-A and DVR-25. The current zoning designation is RA-5 (Residential Agricultural 5 acre minimum lot size). Zoning is not being adjusted with this application. The applicants are proposing to reposition the lot line separating the two lots to resolve an issue with a driveway access, which crosses over the existing property line. The applicants will adjust the line to maintain current acreage for both parcels, but keep the driveway access on the intended parcel. The applicants are Michael Harris and Tawni Patrick.
3. DISCUSSION - FIRE RATED BUILDING MATERIALS (Public Meeting - Administrative): Discuss fire rated building materials for use in wildfire prone areas of Washington County. With the recent loss of homes in the Pine Valley area, the newest of which was built in 2001. Building codes and requirements have changed to help prevent loss of property during a wildfire event. Discuss these provisions and requirements of the WUI (Wildland Urban Interface) code as residents prepare to rebuild and apply for building permits.
4. MINUTES: Consider approval of the minutes of the regular Planning Commission meetings held on June 10, 2025.
