AN ORDINANCE AMENDING TITLE 3 OF THE MOAB MUNICIPAL CODE TO UPDATE CHAPTER 3.50, MASTER FEE SCHEDULE AND MODIFYING CERTAIN FEES AND RATES CHARGED BY THE CITY
The following entries describe the intent and purpose of the City of Moab ('City') of this ordinance:
a. The City desires to update, delete or create new fees for the following items (see Master Fee schedule attachment A for current and proposed fees):
- Update/revise - 3.50.165 - Building Services - Garage up to 600 sq. feet (plus pan review) - update from $195.00/permit to $255.00/permit.
- Update/revise - 3.50.165 - Building Services - Manufactured or mobile home into park - update from $195.00/unit to $255.00/unit.
- Update/revise - 3.50.165 - Building Services - Manufactured home on private property (not into park)- update from $260.00/unit to $340.00/unit.
- Update/revise - 3.50.165 - Building Services - Modular home (plus plan review; requires third-party ICC inspections to be performed at factory) - update from $455.00/unit to $680.00/unit.
- Update/revise - 3.50.165 - Building Services - Residential swimming pool (plus plan review) - update from $260.00/permit to $340.00/permit.
- Update/revise - 3.50.165 - Building Services - Roofing permit - update minimum fee from $65.00 to $85.00.
- Update/revise - 3.50.165 - Building Services - RV park infrastructure - update from $195.00/5 sites to $255.00/5 sites.
- Update/revise - 3.50.165 - Building Services - Separate mechanical, electrical, and/or plumbing permits - update from $65.00/inspection to $85.00/inspection.
- Update/revise - 3.50.165 - Building Services - Solar - roof mount (plus plan review) - update from $130.00/permit to $170.00/permit.
- Update/revise - 3.50.165 - Building Services - Solar - ground mount (plus plan review) - update from $195.00/permit to $255.00/permit.
- Update/revise - 3.50.165 - Building Services - Inspections - Inspections for which no fee is specifically listed - update from $65.00/inspection to $85.00/inspection.
- Update/add - 3.50.165 - Building Services Fees - Inspections - Reinspection fees assessed under provisions of Section 305.8 due prior to the reinspection - added 2-hour minimum.
- Update/revise - 3.50.165 - Building Services Fees - Plan review - commercial - Deferred submittal (prior approval by the Building Official required) - update from $130.00/submittal to $170.00/submittal.
- Update/revise - 3.50.165 - Building Services Fees - Plan review - residential - Nonrefundable residential plan review deposit (new construction only) - update from $130.00/permit to $170.00/permit.
- Update/revise - 3.50.170 - Planning and Engineering Services fees - Improvements agreement - Landscaping - bond for new developments in summer and winter months - updated City Planning Director to City Planning Coordinator.
- Update/revise - 3.50.170 - Planning and Engineering Services fees - Improvements agreement - Master planned developments and planned unit development - application (A separate fee is to be collected for preliminary and final plats) - update from $200.00 plus $25.00/dwelling units or $25.00/3,000 ft2 of floor area for commercial buildings to $350.00 plus $50.00/dwelling units or $50.00/3,000 ft2 of floor area for commercial buildings.

- Update/revise - 3.50.170 - Planning and Engineering Services fees -- Subdivisions (A separate fee is to be collected for preliminary and final plats.) - update from $200.00 plus $25.00/lot to $350.00 plus $50.00/lot.
- Update/add - 3.50.210 - Parks and Facilities rental fees - Swanny City Park - Pavilion reservation, 4 hours or less - $35.00
- Update/add - 3.50.210 - Parks and Facilities rental fees - Swanny City Park - Pavilion reservation, more than 4 hours - $85.00
- Update/add - 3.50.210 - Parks and Facilities rental fees - Swanny City Park - Damage and cleanup deposit (100 - 300 people) - $150.00
- Update/add - 3.50.210 - Parks and Facilities rental fees - Swanny City Park - Damage and cleanup deposit (300+ people) - $300.00
- Update/revise- 3.50.210 - Parks and Facilities rental fees - Movie equipment rental (outdoor screen, projector, PA) - updated from $120.00/day to $200.00/day
- Update/add - 3.50.210 - Parks and Facilities rental fees - PA (sound system) - $100.00/day
- Update/add - 3.50.210 - Parks and Facilities rental fees - Popcorn Machine - $35.00/day
- Update/remove - 3.50.220 - Moab Arts and Recreation Center fees - Moab City employee - 20% discount
- Update/revise - 3.50.250 - Dogs and cats - Shelter relinquishment fees - Dogs if unaltered and not current on rabies vaccination - updated from $45.00 to $75.00.
- Update/add - 3.50.260 - Miscellaneous fees. - Discount on aquatic and/or gym membership, and arts and sports programs for military, veterans and first responders - 10% discount
b. The City Council will hold a duly advertised public hearing during a regularly scheduled meeting on June 24, 2025, to hear evidence and public comment, and to review the Master Fee schedule.
NOW, THEREFORE, the Council hereby ordains that the following amendments to the Moab Municipal Code 3.50, Master Fee Schedule, are adopted as noted in Attachment A
PASSED AND APPROVED by majority of the City of Moab City Council. This ordinance shall take effect immediately upon passage.

On June 24, 2025, the Moab City Council enacted Ordinance No. 2025-08, An Ordinance Amending Title 3 of the Moab Municipal Code to Update Chapter 3.50, Master Fee Schedule and Modifying Certain Fees and Rates Charged by the City.
