Subject: Approval of the Facilities Plan Study and Environmental Review and Assessment Wolf Creek Sewer Improvement District (Facilities Plan)
Dear Miranda Menzies,
The Utah Division of Water Quality has completed its review of Wolf Creek Sewer Improvement District's (WCSID) Sewer Impact Fee Facilities Plan , Irrigation Impact Fee Facilities Plan , and the Impact Fee Facilities Plan Addendum , to construct a 45 acre-feet Reuse Storage Pond (Project). The Project is necessary to store treated effluent for reuse in order for the facility to minimize discharge to meet permit limits.
On April 14, 2022, the WCSID Board adopted the Sewer Impact Fee Facilities Plan1 and the Irrigation Impact Fee Facilities Plan2. On May 22, 2025, WCSID Board adopted the Facilities Plan Addendum3. On April 5, 2025 a Finding of No Significant Impact (FONSI) was published on the Utah DWQ website. No public comments were received within the thirty (30) day public notice period. Therefore, all environmental review and public participation requirements have been successfully completed under the National Environmental Policy Act (NEPA). Accordingly, the Facilities Plan for your project is hereby approved. We are returning a copy of the final Facilities Plan with our approval stamp affixed.
On October 25, 2023, the Utah Water Quality Board authorized construction funding for a $6,404,000 SRF loan to Payson City with a repayment term of 20 years at 2.5% interest.
