Cannonville Town Council Meeting Minutes JUNE 2025 Cannonvillle town held their regular Monthly Board Meeting Wednesday, June 18, 2025, in the town Hall. The meeting began at 7:00pm. Public in Attendance: Valerie Ott, Troy Willis, Pete Jensen, Jory Twitchell, Sally & Blair Smith, Sue & John Bell, Anita Fletcher, Ramona Morreale, Eric McDonald, Davis Kendrick, Shantel Manning, Cherie Scoffield, & Jeanee Shakespeare Board Members: Stewart Ivie, Melanie Ott, & Alma Fletcher, John Morreale, Mayor Bill Scoffield, Machele Nelson, clerk, excused Pledge: John Morreale Prayer: Alma Fletcher Reading and Approval of Agenda: The agenda was read and adopted. Motion by John Morreale, 2nd by Stewart Ivie, all were in favor. Reading and Approval of minutes: May 21, 2025, town council minutes were reviewed and approved, Motion to approve was by Stewart Ivie, 2nd by Melanie Ott, all were in favor. Budget: The meeting transitioned from the Town Council to a Public Budget Review meeting. The Mayor, Bill Scoffield, presented the 2025-2026 budget highlighting 2025 actuals and predictions for 2025-2026. Noted were the revenue streams now coming in from the county and state and their effects on our budget. There was brief discussion about fire revenue from the county and whether it would be suspended. The public meeting was adjourned after a brief Q&A period to return to the Town Council scheduled. Motion to approve was by Melanie Ott, 2nd by John Morreale, all were in favor. Melanie Ott proposed that the proposed budget, reviewed by the public, be adopted, 2nd by John Morreale, all were in favor. Resolution 2502-2 was then signed by the Mayor, Clerk, and the Town Council dated June 18, 2025. It will be formalized July 1st, 2025, in the town's management & accounting software by Pelorus Methods. Mayor's Items -Six candidates have applied for two the town council positions opening. The Mayor welcomed and thanked Davis Kendrick, Jeanee Shakespeare, Troy Willis, Erik McDonald, and Jory Twitchell who were in attendance for orientation & training. -Roger Carter, the Five County Rep, then took thirty minutes to present to the candidates, Town Council, and others the annual GRAMA training via ZOOM. Additionally, he welcomed the candidates and highlighted some of their roles and responsibilities. -The mayor announced that a public notice had been submitted to the 'Insider' for the second SITLA meeting June 21st, 2025, at 1pm, for the purpose of gathering more information and data about the Promise Rock offering. -The Town of Cannonville Emergency Action Plan was highlighted and adopted by resolution. Motion to approve was by Alma Fletcher, 2nd by Sewart Ivie, all were in favor. -Changing meeting times and date to something other than Wednesdays was discussed. Action table until the July meeting. Departmental Reports: Planning: Pete Jensen, chairperson of the Planning Commission, indicated the committee has completed a final review of the new zoning ordinance and it will now be submitted for fiduciary review to the Office Justin Wayment, PC, Cedar City, UT. Water: Testing and the courier were discussed. Some of the tests need to go to SLC each month. Waiting to hear back from Sunrise Engr on SCADA controls Fire: Tropic's firework ordinance was discussed and the current red flag warnings about fire, etc. The Town of Cannonville should consider doing the same. Roads: The 811 work for street sign placement on the designated corners in town is now complete, and John Bell has offered to dig the holes and fix them in cement, as necessary. Parks: The electrical and plumbing on the kitchen has been completed, and it was decided to have John Bell continue working his proposed plan to acid bath the walls and floors, paint them, epoxy the floors, and change the door locks. Motion to continue the proposed work was offered by Melanie Ott, 2nd by John Morreale, all approved. Alma discussed the need to put additional sprinklers in and around the new trees and a couple of no water zones. More design work ongoing. Adjourned: 8:09pm; next meeting July 16, 2025; motion to adjourn by Stewart Ivie, 2nd by Melanie Ott; approved.
