Notice is given that the Stockton Town Council will hold a regular meeting as identified below in the Town Council Chambers at the Stockton Town Hall 18 N. Johnson Street, Stockton, Utah. In compliance with the American Disabilities Act, any individual who may need special accommodations including auxiliary communicative and services during this meeting shall notify the Town Clerk at (435) 882-3877 at least 24 hours prior to the meeting. The order of Agenda Items may be changed if deemed appropriate by the Mayor or Town Council. Time limits, if any listed for Agenda items are approximate and may be accelerated or delayed.

3. Public Comments-Amy Jensen, presenting from the health dept for prevention coalition. Gave a grant to city for programs, checking in. Continuing to get the mayors awards out. Pony Express ride in June.
4. Consent Agenda
a. Check Register- question on dispatch and sheriff, caught up from last yr. It has been paid in full.
b. Bills over $1,000.00
c. Approval of April 2025 meeting minutes- Motion to approve Joe 2nd Shyla ALL APPROVED
5. Department Reports:
a. Sheriffs Report - 1 incident and a few medical calls nothing major. 7 details 11 citations, some were back filled by city and a truck inspector.
b. Stockton Fire Dept- 7 calls, kind of slow. Doing controlled burns. Prepping for summer. Fire at the gravel pit. Entered into a new contract with the county. Asking for justifications for raises. New fire station out in South Rim will have ribbon cutting on May 31st. Would like council to show up for support. Working on trucks. Putting emblems and lights on new truck. Saving around $8000 for installing the lights. Wildlife academy is going on. Elsha is in training, Jonah finished emt and waiting on state. Working with Madison to work on grant. Need more volunteers for dept. Need people from in town to join Fire Dept.
Amy left laptop here to do trainings. Dumpsters, May 27th - June 4th. RMP will have power outages like last yr. they have set there setting to sensitive. Something triggers it it will not reset it will shut it off. If emergency needs let us know. Every property that is deemed high-risk they will require a hazard assessment. There will be a fee. Someone will come to your home and see if there is anything to lower your risk. There is funds to mow. Hold insurance companies to the fire, will not just drop you off insurance. As a town council we need to adopt the wui code. wild urban interpass. Focus on
c. Planning and Zoning Report- none
d. Mayors Report- possible traffic light study for 36 and silver. Let's get some people to mow all the weeds. Keep track of people mowing. Cemetery, trying to get some grant money to do GIS mapping to clarify plots. Meeting in the next couple weeks. Getting it surveyed also. New well is doing really well. Pump test in a week or two. See if we need bigger pump. Hopefully get that done before winter hits. Gravel Pit public hearing. HB 355 probably no way we can stop this. Broad Discretion. Hopefully have some dust control. Joe states they don't see going any further than the 20 acres they own.

6. 3rd quarter budget review - Antoinette would like to see 2024 what has been spent in 2025 and the fiscal next yrs budgets.
7. 2025-26 tentative budget discussion- Steve went over Fire Dept budget and zeroed things out. June we will pass final budget. Kept things pretty much the same. Some increases and some decreases. There is room to look at it.
8. SEP-discussion about using Stockton's sewer ponds- Possible future meetings. Presented a map for their subdivision that is in the county south of Stockton. 'This will cost the Town nothing' This is a concept not a proposal. They need to know more about the sewer system. Whats the capacity? Is there spare Capacity? They would like to compare that against their other options. Cost?? They will need to come back with real numbers. Possible 263 mixed use. Possible commercial. Quite a lot of Homework to do. Town is not in position to annex, they are open to it. Possible modular sewer treatment. ( connex stacked on top, filtering waste) Joe- Does not want septic tank as neighbors. Come back and lets have more discussions. We can review and meet later. Possible work meeting??
9. Resolution 2025-04 tax increase- shows in budget $15000 hopefully lower fire insurance. Shyla thinks there may be a place to find the $15000 Is there something we can cut?? Can't use water, sewer or road money for this. Sales tax has been helping in reserves. Steve mentions we need to raise taxes. Motion Joe- 2nd Antoinette All Approved, Shyla abstained

13. Council Reports-Joe- Connex ordinace?? No permits issued. Avenue of enforcement, letter should be sent. Joe- DEQ public meeting was productive with Kilgore. Pleas from the residents complaning about Kilgore. Noise and residue is an issue. Air monitoring system needs to be in place. Is there a noise ordinance??
