TOWN OF STOCKTON 18 North Johnson Street PO Box 240 Stockton, Utah 84071 Phone: (435)882-3877 PLANNING AND ZONING AGENDA Tuesday, May 6th, 2025 7pm MINUTES Notice is given that the Stockton Planning Commission will hold a regular meeting promptly at 7:00 pm in the Town Council Chambers at the Stockton Town Hall 18 N. Johnson Street, Stockton, Utah. In compliance with the American Disabilities Act, any individual who may need special accommodations including auxiliary communicative and services during this meeting shall notify the Town Clerk at (435) 882-3877 at least 24 hours prior to the meeting. The order of Agenda Items may be changed if deemed appropriate by the Planning Commission. Time limits, if any listed for Agenda items are approximate and may be accelerated or delayed. Approval of April minutes - Motion, Gary 2nd Steve all approved 4. Public Comments (3-5 minutes)- josh Goddard purchased the 3.7 acres at the end of Old county Rd, needs building permit and needs to know what to do. Building house and garage. There is a water line that goes through property. Realtor met with Rod. Steve thinks there are irrigation lines that go through it. Josh will get blue stakes done. Mitch stated engineered plans needs to be given and all lines need to be marked. Told to contact Jared Rydalch to see where the irrigation lines are. The person who owns the sliver, (access, easement to sod farm), will give Josh access. Clerk gave all info to get permit to build. Josh said according to the land owner the county owns the access. Advised to look at code. Josh purchased 2 irrigation water shares. Has applied to purchase water rights from the state for culinary. 110 north connor avenue. Commercial on bottom and a duplex on top. Got asbestos report and it is good. Currently have 2 plots and is it replacing existing house. 10% bigger than current house. Allowed certain size because there is only 2 plots not 3. Leaving existing setbacks. Told to look up setbacks on the code. Need to get Conditional use permit. then present to Planning and zoning, then town council will approve it. 5. Close public comments 6. Town Council report from April meeting. Nothing to report. Hopefully resolving the 3.7 acres that Josh Goddard purchased. 7. Dave Thomas, approval of Shop being built on his property- changed the setbacks from 20 ft 25 ft. Motion to approve, Gary, 2nd Steve, All Approved 8. Kurt Haage Business license approval- Purpose is Snow removal, not intending to do summer services, Just to store equipment. Steve motion, gary 2nd ALL APPROVE 9. Council reports and assignments.- Survey is up and going on the survey for general plan. Steve will attend council meeting. Needs on the next agenda- look at water connections- P&Z needs to look at fees for renewing business licenses- Possibly charge a fee to present at P&Z to make them show up. Steve will check other towns on what they charge. IF NEEDED 10. Motion to move into executive session Executive session: Pursuant to one or more provisions of the Open and Public Meetings Act: a. Discussion of character, professional competence, or physical or mental health of an individual; b. Strategy session to discuss collective bargaining; c. Strategy session to discuss pending or reasonably imminent litigation; d. Strategy session to discuss the purchase, exchange, or lease of real property including water rights or water shares; e. Strategy session to discuss the sale of real property, including water rights or shares; f. Discussion regarding deployment of security personnel, devises, or systems; g. investigative proceedings regarding allegations of criminal misconduct; and/or h. Discussion of protected procurement issues, including protected trade secrets. 11.Reconvene from executive session-Announcement of purpose (s) of closed meeting 12. Adjourn- 7:27pm
