STATE OF UTAH
DIVISION OF WATER QUALITY
DEPARTMENT OF ENVIRONMENTAL QUALITY
SALT LAKE CITY, UTAH
CATEGORICAL EXCLUSION DETERMINATION
For the proposed project relating to the City Hall Landscape Planter Retrofit project in the City
of Herriman (Herriman), Utah.
The Utah Division of Water Quality (Division) has conducted a review of the proposed project to
retrofit the city hall roof and parking lot to capture water and direct it to a planter in accordance
with State and Federal procedures for implementing the National Environmental Policy Act
(NEPA), (40 CFR Part 6). The Division has determined that this project is eligible for a
categorical exclusion. Accordingly, the project is exempted from further substantive
environmental review requirements under NEPA.
The following is a brief description of the proposed action and a brief statement of how the
proposed project meets the criteria for a categorical exclusion.
Herriman plans to retrofit an existing parking lot and building to direct stormwater to a planter that
will capture and filter the runoff. Reference files are available (See DWQ-2025-004466).
This project meets the criteria for granting a categorical exclusion because the proposed project is
for new minor ancillary facilities adjacent to or on the same property as existing facilities; and
does not contain any of the excluding factors under 40 CFR 6.204(a)(1)(ii).
The documentation to support this decision will be on file at the Division and is available for
public scrutiny upon request. Comments concerning this decision may be addressed to John K.
Mackey, Director Division of Water Quality: Attention George Meados.
