Minutes from the Woodruff Town Board meeting held May 20, 2025 at the Town Hall at 5:00 p.m.

The meeting started with a virtual call with Anneliesa Peart, our county clerk. She discussed the cost of the upcoming election with the board. If an election is held, each town in the county will have to pay. The board approves that if an election does happen for Woodruff.
Paul Webb met with the board to discuss a few maintenance questions. He is wondering what to do about the backhoe because the brakes don't work it cannot be used to fix water lines. He brought up the idea of either selling it or fixing the brakes but doesn't know how much money the town wants to put into it. His guess was that it would cost around $2500 to fix the brakes. One of the overhead garage doors are also broken. He mentioned just getting rid of one of those overhead doors and installing a man door instead. The garage door has been repaired before and keeps breaking and does not necessarily need to be in there. Paul thought it would cost around $1500 to install the industrial sized man doors in the garage. He also suggestsed that it would help keep the garage warmer in the winter. It was also mentioned to ask Tyler Stuart to lower his water meter down. The spigots to water the trees are getting really hard to turn on so they need to be looked at. Another question Paul Webb had for the board was whether it was the town's responsibility or the fire department to make sure the fire hydrant are cleared out both during the summer and winter. There was also a question if it would be better to hire J-Bar to come fix water meters instead of the town. There are nine meters that need to be changed. Monika Schulthess is going to talk to Chris Schulthess about changing them out.
Tyler Stuart came to discuss hooking up an existing water meter to the new shop they are building by Cindy Stuart's house. They would like to get the water across the road before they work on the new roads. J-Bar is going to be doing the work and the Stuart's will handle all of that. Tyler Stuart mentioned that he would get his water meter lowered when he gets grass in this summer hopefully. The water meter for the Stuart's shop is going to be billed to Cindy Stuart instead of Louie Stuart now.
The area in front of the town hall is going to get redone when they come to work on all of the town roads.
Monika Schulthess made a motion to approve April minutes. Raymond Frandsen seconded the motion. Motion carried unanimously. Joel Marler made a motion to approve the May bills. Monika Schulthess seconded the motion. Motion carried unanimously.
Scott Sabey is going to ask Brandon with the county if they can smooth out the dirt road by the arena. There are some bad ruts in it.
Dale Stacey met with Planning and Zoning to discuss putting in a small shed. His application has been approved.
The board is still working on the speed limit signs and will plan to talk to Dale Stacey about it in the near future.
Allie Deru is going to get the permit ready for the parade. The town also needs to get some more speakers for the 4th of July. There were some complaints about not being able to hear last year. It is going to be looked into further. The board is hoping if they get more speakers and space them closer together that it will be louder for everyone to hear.
Kaden Miner is going to do the entertainment again for the 4th of July. He would like to set his stage up on the lawn behind the bleachers instead of inside the arena. The high school band is also going to come play and one more person that Kaden Miner is going to contact.
Seiko Webb is going to ask Paul's grandma to be the honoree for the parade. There was some talk about scheduling a rodeo committee meeting but the board does not think we need to have one. Joel Marler is going to make some advertising signs for the 4th to hang around town. Hazer Hoffman is not going to be doing snow cones this year so the town will do them. Scott Sabey was going to ask his daughter and granddaughter if they would be willing to help with those. Joel Marler is going to ask if a local ice company can drop the ice off at the little shack instead of hauling ice down ourselves.
Raymond Frandsen said there are some trees along the street by the park that are dead. They may need to be cut down. It is going to be looked into more.
Allie Deru is going to call the WSRRA about sanctioning the rodeo. Bridget Pugmire is going to order the cheese and pickles this year. Raymond Frandsen will contact her about that. There was a discussion about doing popcorn, nachos and cotton candy as well as less candy and less chips. Monika Schulthess has a list of amounts used last year and will put in an order to Smith's and Sam's Club for 4th of July food.
Rob Leifson came to the board meeting to discuss the questions about fire hydrants around town. The water system and hydrants belong to the town but it is also the fire department's concern that they are accessible and functioning properly. The town is going to work on checking 20% of the hydrants every year, which is about three hydrants, to verify that they work. A level one check is to make sure there's no debris, that it flows and it seals. There is equipment that could be bought to check them deeper but Rob Leifson's suggestion is to just make sure to do a level one check each year.
