Wellington City Council Minutes Meeting held May 28, 2025 at Wellington City Hall Located at 150 West Main Street, Wellington, Utah at 6:00 P.M. Present: Mayor, Jack Clark, Councilmember Bill Juber, Councilmember Kathy Hascall Absent: Councilmember Monson, Councilmember Bryan Thayn, Councilmember Barney Zauss City Staff: Rebecca Evans, George Anderson, Tom Kosmack, Nicole Oveson Attendees: Christine Watkins, Jared Beard, Val Udovich, James Crook, Jim Nelson, Caleb Nelson, Ed Erikson, Evan Kirby, Barbara Clendennen, Anthony Powell, Wyatt Hansen Agenda Item #1 Pledge of Allegiance, Roll Call, and Approval of Prior Meeting Minutes At 6:00 pm, Mayor Clark opened the meeting stating that Councilmembers Thayn, Monson and Zauss were absent. Due to these absences, there was not a quorum, and this meeting will be conducted as discussion, and nothing will be decided upon. Motion: Agenda Item #2 Public Comment Period Agenda Item #3 Christine Watkins/Jared Beard - Wellington City Main Street Representative Christine Watkins and Jared Beard of UDOT came to address some of the questions and concerns the public had regarding the accident involving a semi-truck earlier in the month. Beard stated that he is the UDOT Deputy Director for Region 4 and was present at the meeting because he was called by Mayor Clark. The immediate changes are speed limit adjustments and signage through town. The biggest problem is driver compliance. Beard also explained that there has been discussion about intersection control by ridge road and how the intersection could be made safer. UDOT will be putting a traffic trailer to count traffic speeds on highway six. Jim Nelson spoke up and requested a guard rail in front of his property. Beard told him that he was not likely going to happen as guard rails are difficult when there is private access. It's extremely difficult to do short runs of the guard rail which is why they aren't seen where there is a lot of private access around. James Crook stated that all these ideas sound great to help speed, but from the report, the driver fell asleep. He questioned if rumble strips would be a good option. Beard said that rumble strips are great, but they aren't done in residential areas due to the noise. He also stated that they work and are effective, but the sound would not be good for the residents. Crook responded by saying he would rather have the noise than a semi through his house. Val Udovich asked Beard why the trucks can't go around town and through Ridge Road like Savage was enforced to. Beard responded that it is a public road and that is outside of UDOTs scope. Ed Erikson brough up the turning lane down by the post office. Beard stated that the mayor and council had already brought that area of concern up and they will see what can be done. He also stated that 96% of crashes are caused by human error and that improvements to the road can help, but it is a struggle with compliance. Caleb Nelson said that his question is more geared towards the Highway Patrol. He asked if we would see more people falling asleep with the lower speed limit and it being a straight road. Lt. Kirby said that he doesn't believe it would negatively impact it. People fall asleep with the long stretches of road where there is nothing to look at and that he doesn't believe the slower speed will affect it. Nelson also wanted to know what citizens need to do to get the state to listen. Beard said it will go back to the data and that is why they will be conducting the study. Once the data has been gathered, Beard will report back to the council. Mayor Clark thanked everyone for showing up and expressing their concerns. Motion: Agenda Item #4 Police Department FOP Deductions Recorder Rebecca Evans brought up the new required Fraternal Order of Police deduction for insurance. A recurring amount will be deducted from the PD's payroll to pay for their coverage. Motion: Agenda Item #5 Tim Johnson - Paid Holidays This topic has been tabled. Motion: Agenda Item # 6 Public Works Weekend/Holiday Coverage This topic has been tabled. Motion: Agenda Item #7 Mobile Office Building This topic has been tabled. Motion: Agenda Item #8 Wellington City Property Taxes Barbara Clendennen spoke and stated that Wellington City last raised property taxes in 2017, with the cost increase of everything - the city is needing to find a way to increase the money bringing in. The city receives sales tax, but even with that - it isn't enough. The city has already written a letter to the state stating their intention to propose a property tax increase. Motion: Agenda Item #9 General/Transportation/Annexation Plans This topic has been tabled. Motion: Agenda Item #10 New Building Update This topic has been tabled. Motion: Agenda Item #11 Councilmember Reports Agenda Item #12 Unfinished Business Motion: Agenda Item #13 Possible Closed Session to Discuss the Character, Professional Competence, or Physical or Mental Health of an Individual. Motion: Adjourn Motion: Meeting adjourned at 7:05pm Next meeting will be June 11, 2025, at 6:00 P.M. at the Wellington City Hall.
