- HEBER CITY PUBLIC NOTICE 2025 MUNICIPAL ELECTION CANDIDATES Pursuant to Section 20A-9-203 (8) of the Utah State Code, notice is hereby given that the following individuals have filed a Declaration of Candidacy for Mayor and two open City Council Member seats in the 2025 Heber City Municipal Election. Each seat is for a four-year term. Candidates are listed in accordance with the master ballot position pursuant to Utah State Code 20A-6-110 as established by the Lt. Governor. Mayor: Heidi Franco D.
