Planning Commission Minutes May 22, 2025 Planning Commission Present: Linda Simmons (Virtual) Tyler Nielson Regan Richmond Will McFarland Paul Murdock Community Development: City Manager: City Council Representative: Ben Muhlestein Kellen Nielson Minutes: Nicole Holliday CALL TO ORDER & APPROVAL: Paul welcomed everyone to the meeting. He asked if anyone had questions or changes for the April minutes. Tyler made a motion to approve the minutes. Will seconded the motion, it passed unanimously. PUBLIC INPUT: Trina Hosler was present at the meeting, she stated she filled out a rezoning application for a property owner for a couple lots on 500 south 300 west. The application is to rezone from R2 to mobile home, with the goal to address the housing need in Blanding. They discussed the current mobile homes that are to the north of the proposed area. Those trailer homes are in an R2 zone. They all are on a permanent foundation, they have pitched roofs, they private walk ways to each home and private parking. They discussed the size of the two lots in question. Ben stated that 2 acres are required to rezone to a mobile home zone. Regan questioned the ownership of each of those homes and how they are titled. They discussed the possibility of the city developing the 300 west road to the south. Ben said that he would send the application to the commission members and they can further discuss it at our next meeting. It will then be sent on to the city council with the commission's recommendation. The City Council will have to have a public notice. Letters will be sent out to the neighbors to the lots in question. Trina stated that the property owner wants to invest about 1 million dollars into the lots and get more housing put in. COUNCIL REPRESENTATIVE REPORT: Kellen said that the city council is grateful for the commission's efforts and hard work. COMMISSIONER MEMBER REPORTS: Will attended the APA conference and he said that there was a lot of good relevant information as it pertains to Blanding. He said that it was like drinking from a fire hose. He said that everyone everywhere is in need of housing and more options for housing. They heard lots of good ideas for new things. The upcoming Olympics were a topic of conversation and the pros and cons that that will bring. He stated that every first Monday of the month there is a virtual meeting for planning commissions. Ben stated that a big topic was to provide pathways to ownership, not just renting. The fall APA training is October 8-9 in SLC. UPDATE ON DOWNTOWN PLAN: Ben stated that we had a meeting last week and ideas were discussed. Bike Utah will take those ideas and make a plan. They will also send out a survey for the community at some point. The commission went over the questions in the survey. Ben stated that if the commission members have specific ideas that they want Bike Utah to know, he can pass it on to them. ONE/TWO LOT SUBDIVISIONS: POLICY REVIEW: Ben stated that we talked about this last time, they briefly went over it again. They talked about who they want to be the authority over this kind of a divide. Ben stated that we can decide who they want to approve this, Ben being one and the legal team being another is a possibility. Regan stated that he likes the idea, but it needs to be clearly written out so that the parameters are clear. He also stated that it's hard to foresee the unintended consequences. Ben suggested that we look back and see how many times this type of thing has happened and see what the process looked like. Kellen stated that with subdivisions, if someone checks off all the requirements, then you have to approve it. R2 CODE UPDATE REVIEW: Ben stated that he and Will went through and made some more changes. Ben went through the whole code and the proposed changes with the commission. They discussed some of the specifics in the code and gave their ideas and opinions, they changed some things and removed some things. They discussed the deep lots and made the parameters and definition for them. The commission agreed to send this on to city council for review and Ben will send it to Todd Thorne for review as well. He will also talk to legal staff about getting some proper verbiage in there concerning the private drives. Reagan made a motion to send it to the city council for review. Tyler seconded the motion, it passed unanimously. Tyler made a motion to adjourn. Will seconded it. The meeting adjourned.
