AMERICAN FORK CITY COUNCIL APRIL 30, 2024 REGULAR SESSION AGENDA *Notice of Electronic Meeting* One or more City Council members may be physically absent from this meeting but may participate electronically. The American Fork City Council will meet in a regular session on Tuesday, April 30, 2024, in the American Fork City Hall, 31 North Church Street, commencing at 7:00 p.m. The agenda shall be as follows: REGULAR SESSION 1. Pledge of Allegiance; Invocation by Council Member Hunter; roll call. 2. Twenty-minute public comment period - limited to two minutes per person. 3. City Administrator's Report 4. Council Reports 5. Mayor's Report COMMON CONSENT AGENDA (Common Consent is that class of Council action that requires no further discussion or which is routine in nature. All items on the Common Consent Agenda are adopted by a single motion unless removed from the Common Consent Agenda.) 1. Approval of the April 9, 2024, city council minutes. 2. Approval of the authorization to release the Improvements Durability Retainer of $81,971.96 for Stonecreek Plat D, located at 290 West 700 South. 3. Approval of the authorization to release the Improvements Durability Retainer of $197,968.76 for Stonecreek Plat E, located at 425 West 720 South. 4. Acceptance of an easement from John Ragan along the property located at 425 North 900 East. 5. Approval of a Performance-in-Lieu Agreement with North Pointe Building 'F', LLC regarding actual construction in lieu of providing an Improvements Construction Guarantee associated with North Pointe Business Park Building 'F'. 6. Approval of an alcoholic beverage license for GBN Enterprises of American Fork, DBA Nori Sushi Bar and Grill located at 821 North West State Road. 7. Ratification of city payments (April 3, 2024, to April 23, 2024) and approval of purchase requests over $50,000. ACTION ITEMS 1. Review and action on an ordinance approving the Skidmore Annexation, consisting of 7.552 acres and located at approximately 100 East 1500 South, including the ordinance of annexation, annexation agreement, acceptance of the road dedication plats, and placement of the property in the Planned Industrial (PI-1) zone. 2. Review and action on a resolution to accept/deny the petition to annex the THN #2 Annexation, consisting of 1.308 acres at 1054 East 300 North. 3. Review and action on approval of a pioneering agreement for Deer Park LLC for system improvements along 1100 South of the recently approved Deer Park subdivision. 4. Review and action on an ordinance approving a Code Text Amendment, known as Detailed Drawings, of the American Fork City Municipal Code. Creating Section 15.01.1531, the Code Text Amendment plans to provide new cross sections for roadways throughout the City. 5. Review and action on approval of a contract with Quicksilver Concrete, Inc. for concrete services at various locations throughout the city. 6. Review and action on an ordinance approving a Code Text Amendment, known as TOD Parking Requirements, of the American Fork City Municipal Code. Amending Section 17.4.608 (Section 6 Lot Plans)(Table 6F - Parking Requirements), the Code Text Amendment plans to increase the parking requirement for LT-8 and LT-9. 7. Review and action on a resolution approving an amendment to the American Fork City General Plan, amending the Moderate-Income Housing Plan, to update the Implementation Strategy. 8. Consideration and action to enter into a closed session to discuss items described in Utah State Code 52-4-204 and 52-4-205. 9. Adjournment.
